Role objective : Reporting to the DCO and Planning Manager and senior townplanner, this individual will assist in the preparation of consents procurementmaterial and ensuring consistency with the information across all contracts provided.

Responsibilities

  • Reviewing different delivery models for consents managementand work with Highways England on the most appropriate for this scheme.
  • Liaising with the wider DCO and Planning and environmentalteam to develop a consents management and implementation process to ensureconsistency across the different contracts.
  • Provide advice and on development, construction anddelivery of Development Consent Order projects, contract requirements andstakeholder engagements.
  • Advising on the DCO planning process including thedischarge of requirements to the procurement team
  • Writing and reviewing procurement deliverables to a veryhigh standard, this will include principal papers and the contract.
  • Provide briefing notes and advise on the preparation ofplanning material for consents packages, for example ground investigations,enabling works, main works (DBFO and NEC), or works outside the Order Limits,including advising on DCO / TWAO / TCPA processes and programme, and riskimplications associated with these.
  • To deliverparent company project governance requirements as required
  • To considerproject legacy and in all decision making in the same way as cost, risk andtime
  • To look forways to encourage innovative thinking around how to improve legacy benefits
  • To holdhealth, safety and welfare (HSW) as a key project value and to participate inthe creation, development and implementation of HSW strategies by the projectleadership team

  • Previousexperience :

  • Significant consentsexperience gained through infrastructure planning and delivery, ideallyDevelopment Consent Orders.
  • Understandingof the consenting process for major UK projects.
  • Experiencedifferent procurement models for UK infrastructure projects
  • Proven writtenand verbal communication skills and the aptitude to rationally explain, exploreand discuss consenting issues.
  • Seasoned consentsspecialist with a track record of delivering projects to time, cost qualitystandards across all stages of project lifecycle
  • Track recordof delivering projects to time, cost quality standards across all stages ofproject lifecycle
  • Demonstrableexperience of successfully working in / adapting the philosophy of a One Team’environment within an NEC contract context
  • Team orientedleader with the ability to work closely with peers, with the ability todelegate, motivate and empower individuals and teams
  • Examples ofexercising sound judgement, leading and facilitating decision making on complexissues among multiple parties
  • To be able towork across diverse stakeholder
  • Educated todegree standard with a relevant second degree and membership of an appropriateprofessional body or equivalent work history
  • Demonstrableexperience of working in a major infrastructure project in a similar industry& / or to working in a matrix and dispersed team
  • Skills

  • A good degreequalification in a relevant planning (RTPI accredited) or related degree.
  • Preparation of contractualdocumentation.
  • Recentdevelopment management or development planning experience in public or privatesectors.
  • An excellent understanding of current consentingissues and the consenting process especially with regard to major developmentschemes and infrastructure projects.
  • DCO knowledge and experience of working with thePlanning Act 2008
  • Experience in delivering majorprojects / infrastructure projects, ideally in the transport sector
  • Evidence of success in forming and maintainingworking relationships in a multi-disciplinary environment
  • Strong technical ability preferably with experience inplanning policy, planning applications and related areas including EIA andother Impact Assessments.
  • Ability to work with internal andexternal stakeholders
  • To influence all levels in anorganization to produce timely documents etc.
  • Exceptional interpersonal skillsand personal resilience to working under stress / different styles ofleadership / getting things done
  • MS Office Suite
