Role Title : Senior Manager, Global Risk Screening - Fixed Term Business : Legal & Compliance

Grade : GCB4 Role Purpose

ComplianceRisk Screening & RC Ops sets out guidance and oversight over the screeningelements of FCR policy and standards and provides subject matter expertise,drives execution at the global and regional level, including the SanctionsCentres of Excellence.

In addition to this, the team functionally supports theoffshoring strategy of Regulatory Compliance and maintains oversight onoffshore RC Operations.

Globally,Risk Screening & RC Ops has a mixture of Entity & Functionalresponsibility for c680 FTE which is planned to grow to c1100 FTE during 2019 / 2020.

This increased scale requires a greater level of delivery focus thereforenecessitating the development of a senior manager within the function to ensureeffective delivery of strategic plans and key scorecard activities.

Complianceis a high risk environment across the financial services industry, withpressure from regulators, customers, shareholders and with the media at anexceptional level.

This means that compliance with the letter and spirit ofregulation globally has never been more important. Therefore a highly effectiveenvironment with structured and standardised processes and practices arenecessary to ensure smooth execution.

Thisrole will support the Global Risk Screening & RC Ops leadership team in thedevelopment and creation of standardised processes and practices to ensure thatthe global function operates efficiently and effectively.

A key focus of therole will be to serve as a gateway between the Compliance sub-functions andverticals and the services offered through the COO function.

Theindividual will be required to share best practice globally, influencestakeholder teams in a positive manner, and potentially manage other teammembers, in order to ensure that established requirements are satisfied.

Assuch, a broad subject matter knowledge of Compliance and Screening as itrelates to Financial Crime and regulatory compliance is necessary.

Functionalareas of responsibility include

Businessand Financial Management

Inputinto the AOP process and delivery of AOP targets

handlerequests for exceptions from approved plans

Peopleand Resourcing

headcountmanagement including governance of resourcing process including validation ofinput to the CIB

ownershipof input and oversight of HAT / CIB submissions

facilitateimplementation of People related transformation initiatives as assigned

Maintenanceand governance of Blueprint for assigned function which includes job cataloguesin partnership with HR

Makingkey strategic decisions on FTE spend against business commitments

Governanceand business support / administration

ensurethe sub-function complies with Business Continuity Management requirements

locationstrategy including optimisation

Managementof SLAs between assigned Compliance sub-function

Developand manage collaboration with key business partners (HR, Finance ,Communications, Procurement) where applicable

Reporting& Strategy

Reportwriting including provision of papers and documents that will requireSanctions, AML and Regulatory Compliance subject matter knowledge andexperience

TOM / Blueprint / Resourceand Location strategy maintaining and setting departmental blueprint and TOM,revising strategy around locations and onshore / offshore and then implementing

PMO manage tools, methods, standards and controls across reporting, governance,risks and issues

Organiseand chair monthly governance meetings as well as Risk & Control / Peopleincluding guidance and support for performance management, objectives,succession planning, capability development, HR issues

Impacton Business

  • Can demonstrate evidence of value creation by implementing a consistent and effective approach to a successful execution for the function’s scorecard
  • Provide oversight for ensuring the identification and delivery of best practice across the organisation to ensure the highest operational standards
  • Coordinating with a range of global and regional stakeholder teams to meet all global processes, and deadlines.
  • Support the administration of any initiatives as directed by the respective Global Head of Risk Screening and RC Ops
  • Escalate risks and Issues to appropriate senior accountable exec so that appropriate action can be agreed to rectify and support remedial actions as required.
  • Identify and implement opportunities for improvement and acquisition of relevant best in class practices.
  • To ensure effective communication of all global administrative procedures, best practice and administrative policies within assigned Compliance sub-function

  • Develop and maintain strong collaboration and a professional working relationship with internal and external stakeholders including Compliance leadership, executive and senior management of HOST, HR, Audit, and Finance, at both regional and Group levels.
  • Support global business leaders and respective businesses in resource build-out across global product lines as necessary.
  • Define and share material that clearly supports best practice and adds value to Compliance globally, regionally and in countries.
  • Input into business planning and upon own deep understanding of Compliance risks, group requirements and regulatory expectations
  • Liaison with Global HR partners on executive hiring where needed.
  • Leadership &Teamwork

  • Provide effective leadership and guidance across teams / activity as directed by the senior leadership for the assigned Compliance sub-function
  • Become an agent of change in Compliance ensuring that best practices are disseminated globally.
  • Drives a high performance culture through delivering standards, collaboration and effective people interaction
  • Act as a senior exec Representative for the function in committees, and manage relevant major projects across multi-disciplinary teams / verticals, as required.
  • Provide guidance and personal challenge and growth to support staff development and retention for direct reports and virtual reports across the Group.
  • Embody and embed the Group Values’ culture by example and positive reinforcement.
  • Provide effective leadership as well as impact and influencing skills in matrix org.
  • OperationalEffectiveness & Control

  • Ensure each of the sub functions are covered in the Service and Process Catalogue and there are SLAs in place
  • Ensure all staff and activities comply with existing regulation and audit requirements
  • Ensure implementation of relevant audit recommendations related to systems and processes and maintaining satisfactory level of audit for the Risk Screening and RC Ops area.
  • Ensure organisational compliance with all relevant internal and external rules, regulations, procedures that apply to the conduct of Compliance
  • Ensure financial procedures implemented all comply with the global policies and plans
  • Ensure that reporting is efficient, pertinent and addresses stakeholder needs and Group requirements.
  • Ensure that global functional teams have adequate governance for processes in place.
  • Ensure clarity and cascade of relevant policies, procedures and financial authority levels to ensure that all expenditures are approved by the appropriate signatories.
  • Review and recommend action on all escalated functional expenditures.
  • Further develop metrics and KPI / KRIs in relation to administrative activities and identify and implement best practice where possible.
  • Ensuring that Operational risks are adequately identified and managed.

    Thepurpose of Compliance is to manage and mitigate against risk and the role isfundamental to strong (and improving) performance and value.

    The role will alsoensure that the function itself meets or exceeds Group control standards.

    MaintainsHSBC internal control and value standards, including timely implementation ofinternal and external audit points together with any issues raised by externalregulators.

    Qualifications

    Knowledge &Experience / Qualifications

  • High degree of expertise and knowledge in relation to all business management activities.
  • Experience of financial and business planning within an international banking environment or within HSBC
  • Strong understanding of external banking environment regulatory, political and competitive
  • Understanding of HSBC Group and its strategy.
  • Solid knowledge in relation to quality assurance and audit within a risk management context
  • Strong awareness and understanding of HSBCs internal control and operational risk environment
  • Excellent understanding of the purpose, values, culture and fundamental framework of Compliance, as well as the broader HSBC organization
  • Experience

  • Demonstrated results in delivering material success and results in terms of budgetary management, cost management and financial planning.
  • Demonstrated results in delivering performance improvement, successfully applying innovative thinking.
  • Demonstrated experience in managing customer and stakeholder issues in a matrix organizational context
