About the role & About us

We have 2 vacancies for a Senior Procurement Specialists within the Corporate and Childrens' categories. The role is working in the Procurement function of Commercial Services.

This role provides an opportunity to contribute to the delivery of the Council's Commercial Strategy and play an active role in the development of effective category management strategies across a range of diverse categories in order to achieve excellent value for money.

The post holder(s) are the nominated commercial lead(s); responsible for the procurement, of a portfolio of Strategic and Critical contracts.

The post holder(s) are authorised to make contractually binding commitments and agreements on behalf of the Council (and Public Sector partners where applicable).

The post holder(s) will have the responsibility in building, developing and maintaining constructive relationships with both the service areas of the Council and the Council's supply-chain.

In support of the Procurement Manager role, the Senior Procurement Specialist is to actively contribute on the development, maintenance and Council wide implementation of Procurement & Contract Management strategies, processes, policies and procedures resulting in an aligned Corporate Commercial Services Strategy, based upon a centralised fully integrated model.

  • The post holder(s) will lead on the identification and delivery of synergy and cost saving opportunities across contracts;
  • improving commercial management processes, merging segmented spend, proposing more effective delivery or performance techniques, and lead on the implementation of changes to quality standards negotiating solutions with all relevant stakeholders.

  • The post holder will be expected to advise key stakeholders on the establishment and implementation of sensible and affordable commercial strategies which support their business requirements;
  • ensuring commercial activities undertaken are compliant to corporate policies, processes and procedures and European, national and local legal and regulatory requirements across the nominated Directorate.

    This is a fixed term contract until 31st March 2020 pending restructure and may represent a suitable secondment opportunity for existing Cornwall Council employees.
