The main function of the Senior Building Services Engineer role is to lead and deliver a number of construction, energy, and mechanical and electrical (M+E) projects concurrently, taking delivery responsibility for the success of those projects throughout the lifecycle under the guidance and with the support of Senior Construction Project and Programme Managers.
The jobholder will manage various external partners of Property Services to ensure that each project remains on scope and is delivered on time and within budget.
The jobholder will be responsible for managing each project from the preparation and brief (Stage 1 RIBA Plan of Work) through to handover, close out and POE (Stage 7 RIBA Plan of Work).
By fulfilling this function, the jobholder will be ensuring that Property Services makes best use of its partners to meet the variable demands of the MPS operations.
The jobholder will be part of a team made up of approximately twelve Project Leads who will take day-to-day responsibility for delivering the construction, M+E and Energy aspects of the MPS Estates Strategy.
The jobholder will have to work closely with the entire Property Department and key stakeholders from other areas such as Digital Policing, Fleet Services and Operational Officers to ensure that resilience and operational requirements are met, whilst meeting various other targets such as BREEAM and MOPAC decarbonisation targets.
Manage multiple M+E and energy projects at any one time with minimal supervision. The jobholder will be expected to prioritise their own time to deliver multiple projects concurrently.
Ensure that each project meets the strategic and operational requirements of the MPS and that the specification for each project is fit for purpose.
Specialise in M+E projects (lifecycle replacement, M+E enhancement, resilience and de-carbonisation) in a variety of different building types
Review, re-write and contribute to updates of the MPS Design Guides, Standards and Room Data Sheets
Act as client lead for the value engineering (VE), change control and derogations management of Construction projects.
Interpret user requirements into engineering outputs, understand implications of change / VE / derogation and work with users and designers to put suitable mitigation in place to ensure the business operational needs are met
Work with the wider Met business and other Government Stakeholders on the roll out of zero emissions vehicles and support / deliver the associated infrastructure (e.
g., running major electric vehicle charging points projects across Met estate as well as options such as hydrogen fueling stations)
Act as a key stakeholder on the day-to-day running and development of the Building Management Systems (BMS). Review and develop BMS strategies and set points and lead lifecycle replacement and energy management projects.
Design and deliver energy efficiency projects to reduce Met revenue and utility costs and work towards Carbon Net Zero (including energy efficiency improvements using BMS or investing in BMS, replacement of existing M+E to move to more efficient or zero carbon options)
Work closely with suppliers to support the delivery of whole life cost appraisals to identify options which offer long-term value to the MPS
Ensure that throughout each project specialist construction knowledge is applied so the MPS is getting value for money and fit for purpose delivery from its external partners.
Ensuring that agreed budgets, schedule and scope are achieved by external partners, MPS teams and PSD itself.
Help the MPS achieve best results and reduce costs by using technical knowledge to ensure only work that is required and approved is undertaken and done in a way that offers best value to the MPS.
Lead the post-occupancy evaluation process for M+E and energy projects, and work closely with end-user to resolve any commissioning issues or issues arising during defects periods.
Prioritise time and both internal and external resources to resolve any critical issues that emerge during each construction project.
