Job description

This role is responsible for delivering complex procurement and sourcing activities in compliance with the Public Contracts Regulation 2015.

The role will predominately be embedded in key strategic, delivery programmes within the Bank to support the delivery of all aspects of the procurement activity from strategy development, through the delivery of the procurement to award, contract signature and into mobilisation and contract / vendor management.

This role will be part of a Complex Procurement team comprising a combination of Bank staff and 3rd party resources used to manage peaks and troughs of activity.

You will be responsible for :

  • Working with programme teams and stakeholders to understand and document business requirements and the need for change
  • Supporting the development of procurement strategies for strategic change programmes and complex procurements in compliance with the Public Contract Regulations 2015 and in accordance with Bank’s commercial policies and Supplier Management Standards
  • Working on complex sourcing exercises, setting up Bank frameworks and / or using existing public-sector frameworks / DPS.
  • This may involve running a single strategic procurement or multiple sourcing exercises to deliver a strategic outcome

  • Navigating key sourcing decisions through the Bank’s internal governance forums and executive boards
  • Supporting the business area develop Contract Management Plans and Supplier Strategies in accordance with Bank policies and industry best practice to ensuring successful delivery of the programmes’ strategic aims post procurement
  • Supporting the general expansion of commercial knowledge and capability across the organisation
  • Historically the Bank has predominantly employed the 3rd party commercial resources that this role will be replacing in support of Technology-focused change programmes.

    It is expected that this will continue to be the focus in future but there may also be a requirement to assist and advice on non-Technology sourcing activities from time to time.

    Knowledge, Skills and Experience required

    Technical capabilities :

  • Experience of working on strategic sourcing activities, ideally in the Technology space, in a public-sector organisation
  • Experience of FTS-level procurements using all available procedures with an emphasis on Competitive Dialogue and Competitive Procedure with Negotiation Experience of working in a customer-focused environment on whole project lifecycles
  • Experience of supplier and / or contract management (post-contract award)
  • Proven track record of benefits delivery through the application of strategic sourcing techniques and use of relevant systems
  • Behavioural capabilities :

  • Strong stakeholder management skills and assertiveness, with ability to challenge
  • Strong communication skills, ability to build rapport and constructive relationships
  • Demonstrable excellent organisational, planning and time management skills
  • Demonstrable ability to work on multiple projects simultaneously
  • Self-motivation, with the ability to work both on your own initiative and as part of a team
  • It would also be advantageous to be MCIPS qualified or working towards, and have experience of programme management in the context of public sector procurement.
