The opportunity

Mace has teamed with Turner & Townsend to form Paragon’ a joint venture, to be the commercial delivery partner to defence, equipment and support (DE&S) in the Ministry of Defence (MOD).

As a vital part of the Ministry of Defence, DE&S and now its spin-off, the submarine delivery agency (SDA), manage and deliver complex projects that equip and support the UK’s Armed Forces for both current and future operations.

To work in DE&S and SDA is to be at the sharp edge of the military support infrastructure. You will join an 11,500 strong force of people, head-

quartered in Bristol, united in the service of UK’s frontline forces.

You could be involved in a vast array of exciting projects, varying in scale and budget, from procuring supplies to submarines, from helmets to helicopters.

Consequently, projects can last from months to decades and budgets from thousands to billions.

The role

Assistant Commercial Manager

The role covers assignments within general administration, sourcing, sales, contract management, disposals and corporate activities i.

e. policy, training and supplier relations. The role may include drafting contract documentation and solicitations for proposals, price negotiations, supplier selection and contract award, as well as the use of contracting templates to enable low-

value purchasing and basic commodity procurements. In addition, the successful candidate will play a supporting role in the management of contracts -

including making changes to cost, schedule, post costing and dispute resolution.

Your responsibilities will include :

  • Leading and assisting the development and implementation of contract management plans, compliance and obligations matrices.
  • Leading and assisting with contract management and performance monitoring, to deliver enduring thru-life value-for-money solutions.
  • Monitoring supplier performance against KPIs, to deliver successful outcomes (time, cost, performance).
  • Maintaining effective contract management information systems.
  • Providing timely feedback on supplier performance issues and successes to project leads.
  • Assisting with contract enforcement through identifying considerations, identifying performance trends, evaluating non-
  • conformance, dispute resolution, and identifying enforcement tools and remedies.

  • Supporting allocated project team engagement with suppliers when commercial aspects might be affected.
  • Carrying out contract management, filing and contract administration activities.
  • Providing general administration, booking visitors, meeting rooms, and arranging facilities for events.
  • Preparing data management tools for corporate information returns and cascading of information requests.
  • Supporting the succession planning, staff development and skills review of commercial staff.
  • The requirements

    Your experience, knowledge and skills need to include :

    The role requires advanced skills that would typically require at least a year of training and three to four years post-

    training practice. Examples of these skills may include :

  • Prior experience in defence, aerospace and nuclear is particularly valued, as is previous military experience.
  • Category management experience in other complex infrastructure programmes is also prized - however this has been achieved.
  • Previous roles in transport and large engineering projects, especially those requiring a keen knowledge of safety management and in regulated sectors are of particular interest.
  • Ability to demonstrate broader commercial function competence and skills at practitioner level.
  • Qualifications

  • A degree qualification is preferred but is not essential.
  • Professional memberships (e.g. RICS) are an advantage but are not essential.
  • All those working for DE&S must hold security clearance (SC) and UK nationals only (dual nationality cannot be held).
