Job Title : Market Procurement Officer Capex & MROWork Level : 1SLocation : Port Sunlight Offices & Factories Position Objectives :
To be accountable for Market Procurement for Capex & MRO goods and services, business partnering the engineering and capex project manager networks in factories or R&D locations within own responsibility area.
To be accountable for SC / Factory / R&D stakeholder management and develop and maintain working relationships with business stakeholders, being the first capex procurement point of contact for the stakeholder.
Provide Procurement Excellence and Spend Compliance Support Position Responsibilities : Procurement Management
Drive and implement the Capex Procurement Way of Working. Be the main capex procurement point of contact with the Market Capex Stakeholders and ensure capex project cost minimization for the specified goods / service quality and required project execution timing.
Educate Stakeholders on Procurement process / policies and compliance. Be the contact person for Portfolio Procurement Teams in the Market and support them in local implementation of Portfolio supply arrangements and sourcing strategies.
Run sourcing projects and events by maximizing use of smart buying tool box, e.g. e-sourcing, etc. Manage sourcing project related documentation (Procurement Project Plan, PPP, BARN, Single Source Justification Note, etc.
Develop and implement procurement strategies for tactical sourcing in the cluster. Drive vendor reduction and spend to preferred suppliers, contracts and catalogues.
Identify and drive implementation of procurement automation opportunities.
Manage local partnerships / relationships with key local suppliers, supported by the Market Procurement Manager.
Oversee achievement of own share of procurement targets, driving and supporting the delivery of all goals : Financial Cost Savings, Cash Flow, Partnership, Innovation and Future Proof Supply Chain.
Report Market savings in tool (SRS) and the implementation of Cost Savings and Cash delivery in the assigned scope. Business relationship management
Ensure relationships with the relevant business stakeholders are fostered : engage and manage business stakeholders, ensuring : efficient, timely and transparent communications with key stakeholders provision of timely supply market knowledge, linking current and future impactful events and their potential consequences satisfaction with the Procurement goods or services provided by suppliers procurement involvement in Capex related projects at the initial project stage adherence to portfolio and overall procurement strategies
Act as escalation point of contact for the business for issues / questions relating to the assigned areas of scope.
Drive contract compliance in the Cluster.
Where applicable represent at local governance meetings, to provide intelligence on commercial supply perspectives and to ensure shortage / lengthening of supply markets and effects on available material / labour is understood and managed in production planning.
Arrange for key portfolio representation of Cluster Manager / Director to attend when required. Procurement Transformation
Support the roll out of all initiatives to improve : Procurement technology performance & processes (including e-tendering, supplier adoption of e-
invoicing, auto goods receipt, etc.) Compliance, process and governance interfaces for procurement, including :
Process gaps and improvement projects
Performance cascades, activity reporting and communications
Support compliance activities :
Compliance to prescribed buying channels.
No PO No Pay policy & PO Bypass avoidance.
No PPP No PO policy.
Compliance to internal and external business policies, reporting and continuous improvement feedback of breaches.
Drive supplier adherence to Social Accountability programme. Challenges
Deliver sourcing savings and ensure procurement sourcing process compliance to projects with very short implementation schedule.
Understand and manage a wide suite of activities - tactical buying, local operational delivery of supplier services, stakeholder communications, and process improvements.
Skills / Competencies
University or comparable degree
Ability to analyse sourcing data and conceptualise sourcing strategies
Influencing skills to promote ideas and concepts back to the Stakeholders and Business Partner Teams
Attention to detail and ability to assimilate, appraise and extract information quickly when faced with increasing data inputs
Innovative thinking and passion to apply latest technology to identify / implement e.g. solutions for a problem, cost reduction ideas, value creating support, etc.
Relevant Procurement experience
Skilled in working in an across a geographically dispersed team
Experience in working in a virtual team
Experience in Stakeholder and Supplier relationship management.
Capabilities and skills in tactical buying and procurement operations
Experience in procurement transformation and business engagement
