Senior Regional Utilities Manager

You will be responsible for and lead on all matters relating to Statutory Utilities (SU) to assure the commitments and strategic approach to delivering at pace, to enable Highways England’s Regional project teams to deliver the road commitments within the Road Investment Strategy and Delivery Plan with more confidence, pace, efficiency and best value.

Your senior role will set out and lead on the collaborative vision for Highways England in partnership with our external Statutory Utilities on the rapid roll-out of key Regional major infrastructure projects to support recovery following the pandemic through an empowering, empathetic and assurance programme service delivering complex statutory utilities interactions.

Your role will be challenged through significant delivery constraints within Regions.

You will need to draw on your recognised industry knowledge to lead on a strategic SU integration, intent and innovative delivery approach, that supports the drive for efficiencies and de-risking of Regional major projects start of works and open for traffic commitments on behalf of our Stakeholders and Department for Transport.

You will be a senior member of the Regional Infrastructure Programme SU Service that is seen as a centre of excellence across Highways England Regions for engaging with and coordinating with SUs to add benefit to the delivery of major projects and the wider Highways England’s Programmes, working collaboratively to make us better able to deliver our key objectives.

You will initially lead the strategic utilities delivery on Highways England’s prestigious A66 Northern Trans-Pennine Project, a 10-year delivery programme with ambitions to build back better, build back greener, build back faster.

This is a key national and strategic route that crosses the Pennines in the North and has a background of significant delivery challenges associated with National Parks, Ancient Monuments, Listed Building and Special Areas of Conservation along the proposed 50-mile route.

What you’ll be leading on

  • Advise on and promote all matters relating to statutory utilities and New Roads & Street Work Act.
  • Provide support and industry expertise to the Development and Consent Order Programme Management team and regional project teams
  • Liaise with legal services framework contract to manage specific bespoke utility works agreements supporting major projects.
  • Actively manage regional utility organisational relationships and incentivisation models moving away from current transactional project-based delivery.

  • Industry leading experience in project or programme management experience in the Utilities sector
  • Industry leading understanding and application in a project environment of New Roads & Street Work Act
  • Extensive experience in delivering Highways Act and Planning Act Orders in relation to Utility Works
  • Understanding of how utilities organisations are regulated and their delivery challenges.
  • Expert knowledge and understanding of utility construction, innovation and activities especially health and safety (Construction Design and Management Regulations) across main disciplines including water, gas and electricity

    The Major Projects Delivery Services division provides a central, integrated project and programme management office for the Major Projects Directorate.

    It is responsible for defining the standards, processes, systems and governance arrangements that will be used throughout the Directorate for the delivery of projects and programmes.

    Major Projects Delivery Services is also responsible for raising the level of professional capability in all project and programme management service functions.

    It also enables, advises and supports other services which are provided across Major Projects Directorate.
