We are currently seeking applications for a Senior Technical Architect within the Directorate for Digital based in Edinburgh.

This is a 23 month fixed term and pensionable appointment and new entrants will normally start on the minimum of the pay range.

DDaT Pay Supplement

This post attracts a £4,000 DDaT pay supplement after a 9 months DDaT competency qualifying period. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.


The service team have responsibility for ensuring that current operational systems (the live MQS - Managed Quarantine Scotland - system in its current configuration where contracts are owned by UK Government with a four-nations approach) are operating successfully in Scotland and for people traveling into Scotland.

A significant part of this work is managing a change control process, to ensure that when Scottish or UK Government policy is updated, or when changes are made to the operational systems (that are used for citizens to book MQS packages, and for UK Government and SG to manage the service) that these systems reflect Scottish Government policy and are accurate for people travelling into Scotland.

An additional part of this is to ensure that the guidance on and mygov is updated to be reflective of Scottish Government policy, and is easy to use and understand for people travelling to Scotland.

Whilst it is the role of policy team is to ensure that content for operational systems and SG websites is accurate and current, the MQS team work closely with the policy team to design this content, ensure it is fact-checked, and manage the upload and implementation process.

  • This work includes developing content for changes and writing-up change request forms; submitting change request forms to DHSC and CTM and monitoring their progress;
  • hosting twice-weekly meetings with DHSC to review outstanding changes and receive information on upcoming changes that may affect MQS in Scotland.

    A further large component of this workstream is managing and resolving live service issues. The team undertake testing of the booking systems both routinely and in response to changes to the systems being implemented.

  • The service team collaborate with SG policy and DHSC to highlight and resolve these as they occur. With this in mind, the ongoing management of the MQS will require the support of a team comprising;
  • a service manager, a Technical Architect, a Business Analyst, a Data Analyst and a Content Designer.

  • The Senior Technical Architect will define strategy and be central to assuring services regularly collaborating and finding agreement with senior stakeholders;
  • providing direction and challenging where required. As well as being proactive in identifying problems and translating these into non-technical descriptions that can be widely understood.

    Qualifications Required

    For jobs in Band B & C you must hold a minimum of 3 Highers or equivalent.

    Essential Criteria

    1. Can communicate with senior, non-technical managers the benefits, risks and operational considerations of IT solutions and their technical design.

    This includes explaining the impact of any technical decisions on the sustainability of the solution.

    2. The ability to influence technical staff to work towards adopting a standard approach whilst bearing in mind existing legacy systems, an organisation's current skill-set and budget limitations.

    3. Experience of working in an agile environment as part of a multi-disciplinary team and incorporating a user-centred approach to designing solutions.

  • 4. Expertise in digital technologies and approaches in particular : adopting cloud-based solutions; integrating multiple line of business systems and platforms;
  • enterprise data capture and analysis.
