Position : CEM (Contractors Engineering Manager) Division : Infrastructure Location : Bristol Purpose of the Role
Ensure that all Track Renewal works (design and construction) are carried out to the appropriate standards and to a high level of quality with safety of the line as prime criteria
Ensure that a Technical and Engineering Competence Management System is maintained
Monitor engineering performance
Ensure that staff are briefed on new and revised documents and relevant changes in legislation
Lead, direct, mentor and advise all engineering related staff to ensure that working environment and work practices meet the requirements of the Health and Safety Legislation and conforms to the Network Rail and Company Standards, instructions and best practices
Ensure that the construction quality meets the standards, contractual obligations and customer s expectation
Key Areas of Responsibility & Accountability
Work as directed by Engineering & Compliance Manager
Undertake the role of Contractor s Engineering Manager (CEM)
Accountable for CRT management
Interface with the Delivery Managers and Subcontractors to develop integrated construction and risk review processes and services to client.
Ensure that relevant staff are briefed on their duties under Construction regulations (CDM, LOLER and ROGS)
Brief changes in Client s and Company procedures, engineering standards, engineering processes and legislations to relevant staff
Direct, develop and assess all engineering staff
Check all processes are carried out by staff with an appropriate level of competence
Attend meetings and briefings as required
Ensure that Construction Phase Plans are written and authorised for all projects
Ensure that Colas Rail Limited compliance system (Internal and external audits, surveillance and self-checks) is developed and maintained
Ensure Design and Construction compliance
Carry out technical Audits, propose corrective actions and monitor close out
Ensure processes and procedures are implemented in order for the safety of the line to be considered and maintained at all stages of the work.
Ensure robust quality and safety critical records are maintained.
Identify areas of work where competence levels of the staff will not meet the requirements and act accordingly.
Carry out investigations of incidents as directed. Produce reports and corrective action plans.
Attend Network Rail Engineering and Technical briefings
Attend Network Rail compliance meetings
Attend and cascade briefings
Review and brief changes in client s and company procedures and in construction related legislation
Regularly review and update the engineering processes and procedures
Review engineering innovation and promote best practice, promote engineering excellence through regular depots meetings
Attend all training and induction courses as directed.
Carry out regular safety tours as directed
Perform On Call duties as required
Achieve engineering score cards targets
Achieve engineering excellence throughout the business
Maintain staff competence as per CMS
Achieve zero corrective actions under audit
Ensure that all disciplines CREs are consulted as necessary
Person Specification The job holder will have : Essential Degree in Engineering discipline Proven experience in a railway environment to include a general knowledge of all disciplines Working toward or gained Chartered Engineer Project Engineering experience would be desirable Good knowledge of Permanent Way, S&T, OLE, E&P and other disciplines principles, practices and procedures Sound Technical / Engineer knowledge Good commercial awareness / knowledge Ability to lead and motivate people to ensure compliance with all relevant technical, quality, environmental and safety standards Personal Track Safety Project Induction COSS or IWA IOSH Managing Safely
