The Role :
Hampshire County Council Children's Services are seeking a dynamic Senior Category Manager to take a leadership role within the Commissioning and Procurement of Children's Services.
This post has line management responsibilities for the Fostering and Residential Categories, both of which have large framework re-tenders in process.
In addition, the successful candidate will have key responsibility for working alongside SEN (Special Educational Needs) colleagues to procure Independent Non-Maintained Special School placements in the most efficient way and establish an appropriate procurement methodology for spend on alternative forms of education.
This role will include analysing data, presenting to boards, negotiating funding, working with providers to ensure the best outcomes for young people within financial envelopes, working with SEN and social care teams to embed new ways of working and ensuring the supply meets current and forecasted demand.
The successful candidate will have strong leadership and interpretational skills, will be confident analysing and interpreting data sets with a sound understanding of education (SEN) and children's social care.
This role will hold a key financial scrutiny function. They will be taking the lead on analysing provider cost models, negotiating on block purchasing to ensure the best value for money for HCC and tracking provider costs.
The successful candidate will have excellent partnership working ability as this role will require them to work with other internal departments, provider services as well as other stakeholders.
The selection process will involve a numerical assessment alongside an interview.
Role Responsibilities :
Developing and implementing procurement and commissioning strategies for a range of services relating to Children and young people including accountability for successful outcomes of tendering activity in this area.
Working alongside Education and Inclusion colleagues to drive the commissioning and procurement of independent non-maintained special school (INMSS) placements and alternative education offers for children who have special educational needs (SEN).
Development and delivery of commissioning strategy for INMSS purchasing over next 10 years, ensuring best value for money for the public purse.
Ensuring joint working between education, children’s and adults social care and health partners in the commissioning of provision.
Identification and implementation of opportunities to secure positive outcomes for children and young people.
Overall accountability for externally commissioned fostering and residential care.
Maintaining positive and productive relationships with front line social work teams to ensure operational issues involving service providers are effectively managed, escalated and reflected in contractual arrangements, and opportunities for joint working are identified and acted upon.
Influencing and supporting service providers to develop and sustain services, including representation in supplier improvement boards and maintaining relationships with young people’s and parent carer forums.
Ensuring positive and proactive engagement with the market through effective supplier relationship management, collaboration with other local authorities and the voluntary sector.
Ensuring continued market development through flexible procurement arrangements, proactive market engagement and developing knowledge of the category.
Other duties associated with being a senior manager at this level misconduct panels, complaints investigations, management cover for others in the team when they are on leave.
Working across teams to identify and deliver opportunities to resize care packages and ensure placement outcomes are met, negotiate with providers where necessary, improve transition from Children’s Services to Adults Health & Care and drive opportunities for more joint working where appropriate.
Role Requirements :
Degree level educated and / or relevant professional qualification and / or experience in a similar role
Sound negotiation skills and financial acumen
In depth strategic and operational procurement experience with a solid working knowledge of category management
Strong knowledge and understanding of UK Public Sector procurement landscape and procurement regulations
Capable of managing cross functional project teams to generate material value across multiple categories
Ability to deal with ambiguity and complexity
Strategic thinker with solid facilitation ability supported by excellent interpersonal competencies (communication, leadership, influencing)
Experienced line manager
