Role Purpose :
To lead, design and drive forward strategic and evidence-based Learning and Leadership development initiatives across UKRI and its Councils to enable leaders and managers to develop and empower talented people.
Key Accountabilities :
Learning strategy and planning
Design and manage a Skills Audit and training needs analysis to provide data on new talent requirements to inform UKRI’s Talent and Skills strategy and transformation agenda
Review the impact of all current Learning and Leadership Development offerings to identify good practice and lead the creative development of the curriculum in each area to deliver high quality Leadership and Learning across UKRI
Review our Learning and Development providers, including UK SBS, to ensure we understand what they offer and how they can contribute to delivery of Leadership and Learning programmes across UKRI
Contribute to the overall management of HR and people risks for UKRI and ensure that HR budgets are allocated and managed well.
Provide policy advice and consultancy on Learning and Leadership Development and to stakeholders to improve leadership and management capability during a time of significant transformation and cultural change.
Leadership, Learning and Development
Lead the creation of a UKRI wide Leadership offering, building on work done so far in the Councils and working closely with the Talent team, to develop the UKRI leadership cohort today and for the future
Build on current People management development practices to identify what is effective and to create a common UKRI offering that builds manager capability and supports the planned people management changes
Oversee the review of the Core training options and the requirements for specialist training for all staff to ensure UKRI has a comprehensive curriculum to promote staff development
Oversee the development of Universal Learning at UKRI to ensure all staff receive the required training to meet legislative and compliance obligations.
Oversee the procurement, design and delivery of a new Learning Management System to transform the way Leadership and Learning is managed and evaluated across UKRI
Work closely with the HR Governance and Assurance team to develop and implement new reports, metrics and KPIs to evaluate effectiveness and progress and to ensure that all compliance and legal requirements are met.
Plan and manage the work of the Learning and Leadership Development team to deliver creative programmes that meet organisational goals and enhance employee satisfaction and productivity
Ensure value for money through the management of resources
Provide day to day management, coaching and mentoring of the Learning and Leadership Development team, to ensure that annual performance reviews are undertaken, and development opportunities identified and supported
Oversee the development and delivery of a coaching and mentoring framework and ensure team acts as coach and mentor to HR community / management in their area of specialism.
Knowledge, Skills and Experience :
University degree in HR or Organisation Development or equivalent relevant professional experience
Learning and / or OD practitioner with in-depth knowledge of leadership, learning and OD approaches successfully deployed in different industry settings
Demonstrable skills and tools to influence the leadership, learning and OD agenda at a strategic level
Ability and confidence to lead participative approaches to complex change across the organisation
Coaching qualification (desirable)
Demonstrable track record of developing learning and development strategy, of creating programmes and of delivery in a variety of learning and development roles with demonstrable impact
Experience of leading a Learning and Leadership Development function within a complex, unionised organisation
Strong leadership and resource planning skills
Strong influencing, negotiating and consulting skills
Credible expert with the ability to influence evidenced through delivery and up-to-date knowledge
Insight driven at ease with data and analytics to demonstrate impact and return on investment Coaching and collaborative leadership style
Strong communication skills (in writing, presentation etc) and able to communicate complex information concisely and clearly.
