Responsibilities :

  • Ensuring the highest standards of management and maintenance of the property and servicing are provided to the occupiers, having specific regard to expenditure and budgetary considerations.
  • Responsible for the day-to-day guidance, direction and development of site-based contract staff to achieve effective deployment.
  • Responsible for the management of the following building services;
  • Access / security control and CCTV systems.
  • Lifts & Escalators
  • M & E maintenance.
  • Post room services.
  • Assist in the Fabric maintenance.
  • Be familiar with all heating, ventilating, mechanical and electrical equipment and have a sound understanding of the purpose and general working of such equipment.

    To ensure maintenance contracts in place to cover O&M manual requirements.

  • In conjunction with the GM, ensure that the procurement of all supplies and services at the property are undertaken in accordance with the JLL procurement.
  • This will include the use of accredited Contractors only, usually on the basis of framework agreements, and JLL purchase ordering systems.

    Monitor contractor performance against agreed standards. Review service contracts as appropriate program to ensure the highest standards for the best price.

  • Establishing and maintaining the highest quality Health & Safety regimes for the property; Maintaining and keeping up-
  • dated the Health & Safety Policy document for the property, which also includes liaising with external consultancies as required.

  • Responsible for the up keep and management of the health and safety web tool suite.
  • Assist in Liaising closely with and monitoring the requirements and intentions of building occupiers, to better understand their needs, improve the standards of service delivery and facilitate good tenant relations.
  • Referral of specific issues to the GM if not able to be resolved at local level.

  • Develop and maintain close working relationships with the Regional Facilities and Asset Management teams and other JLL staff.
  • Undertake regular inspections of the property to monitor servicing, maintenance and compliance standards; report to the GM on all relevant matters and action as appropriate.
  • Undertaker the following on a monthly basis;
  • Review the water hygiene log books, identify any non-conformances, and manage corrections through to completion.
  • Review the Fire Smasher, identify any non-conformances and manage corrections through to completion. Checking that all statutory testing is completed in line with best practice.
  • Carry out 10% check on M & E monthly PPMs and external third party site visits. Ensure a complete audit trail is present for any identified works, Ensure that they are managed through to completion with the M & E supplier.
  • Assist the GM with the site Engineering Audit conducted on a quarterly basis. Arrange and attend the follow up meetings.
  • Liaison with contractors, service providers, consultants and specialists; Obtaining of quotations for works required at the property.
  • Furthering the opportunities and needs for life-cycle and planned maintenance of M & E and fabric maintenance for the property (PMP).
  • With the approval of the GM identify, organise and manage minor building and services works to the property as may be required;
  • assist in project management of major schemes as required, to minimise disruption to occupiers.

  • Establish and maintain proper records for the property, including financial, Health & Safety and Statutory requirements.
  • Establish and maintain high quality health and safety arrangements, in accordance with best practice guidelines from central support under the JLL Risk reduction programme.

    To ensure all risks identified in the independent Risk Assessment are properly addressed and to review risks as part of JLL's audit process and Site Compliance inspections.

  • Ensure adequate arrangements are formalised and provided for emergency and out-of-hours cover in line with JLL policy;
  • To be "on-call" as necessary to respond to emergencies.

  • Reporting to the GM in accordance with agreed procedures; In particular to keep a daily Diary of events and provide a comprehensive weekly report in prescribed form.
  • Sharing of knowledge with the Regional Facilities, Asset Management and the London Engineering manager to achieve uniformity of approach.
  • Such other general and special duties as may be required from time to time.
  • To understand the principal terms of occupier's leases as they affect the facilities management of the property and the Client's obligations to provide services including clarity on the extent of the common areas.
  • To ensure reactive maintenance and day-to-day service requirements undertaken in a timely and cost-effective manner.
  • With the GM, identify and arrange minor planned works.

    Prepare site regulations and issue permits to work for all contractor activities on site.

  • To work with other aspects of JLL's Socially Responsible Management programme to include DDA, Asbestos monitoring and Environment and Energy efficiency.
  • Assist and liaise with building surveyors / architects / consultants on major works.
  • To maintain, test and implement disaster planning procedures to cover all emergencies. To help organise and co-ordinate fire evacuation and bomb drills.
  • To assist the Property Management team in the financial management of the property through the preparation of service charge budgets, the monitoring of agreed budgets to pre-
  • defined cash limits, quarterly variance reporting and service charge reconciliation to agreed accounting practices. Also to administer non-recoverable budgets.

    Key Requirements

  • Practical understanding of commercial property management.
  • Technical services management experience of hard services from an Investor or Corporate property management view point.
  • Working knowledge of Microsoft Word, Excel and Outlook essential.
  • Must have strong verbal and numerical skills and be comfortable with report writing.
  • Must be customer-service driven and have excellent communication skills.
  • A team player with excellent interpersonal and influencing skills who interacts effectively with colleagues and clients.
  • Ability to work independently with minimal supervision when necessary.
  • Ability to work under pressure, manage time and assist the team in meeting deadlines.
