To meet our growing UK business needs and future development aspirations we are seeking a Programme Consents Advisor for the Thames Tideway Tunnel project.

Working on Tideway project means much more than simply cleaning up the River Thames. You’ll be part of a team that will leave a legacy for London that will far outlive the project.

All those working on the project are encouraged to volunteer their time toward important causes and given five days of volunteer leave’ each year.

The position will based in Central London however alternative office locations may be considered for suitably qualified candidates.

The Programme Consents Advisors sit within the Programme Manager’s Team and provide technical advice to the Delivery Teams and independent assurance of Contractor Consents Works Information requirements in accordance with the Programme Manager’s Consents Assurance Framework and Project Execution Plan.

The TTT project has multiple and complex Development Consent Order (DCO) requirements, stakeholder consents and Third Party Agreement commitments that the project is under legal obligation to discharge.

Responsibility for discharging requirements, consents, and commitments rests primarily with the main works contractors whilst the Programme Manger provides strategic project-

wise consents assurance and support to the Project Manager in the delivery areas.

The role will provide support to the Delivery Area Teams to assure the Main Works Contractors performance in successfully obtaining and complying with the required consents.

The Programme Consents Advisors will also support the Consents Lead in providing oversight of key local authority relationships and will regularly engage with the Client Team to review and ensure effective reporting of strategic / programme wide consents performance.

The Consents Advisors are responsible for :

  • Provision of technical advice on consents, particularly the Development Consent Order (DCO) to the Programme Manager, Project Manager(s) and wider Delivery Teams (as required), with the support of the Consents Lead (as required).
  • Maintaining an overview of consenting progress, performance and issues across all of the Tideway sites, and targeting their workload in the areas most in need and where their expertise can add most value.
  • Reviewing contractor’s Consents Management Plans, Consents Registers, Consents Submissions and Consents obtained.
  • Providing support to the Consents Lead in facilitating the communication of all consents contract requirements and queries between the Client and the Delivery Areas.
  • Providing support and interface with the delivery areas’ Stakeholder & Consents Managers.
  • Providing support to the Consents Lead in promoting and ensuring consistency with regards to consents across the Delivery Areas, particularly in relation to strategic, controversial, high profile and complex matters, and notwithstanding the need for regional variations in approach to take account of local circumstances and stakeholders where appropriate.
  • Communicating possible concerns / trends regarding any consents compliance or performance issues, and any mitigation measures / actions implemented by the Contractor to address them (where appropriate), to the Consents Lead.
  • Provision of reporting on Contractor compliance with DCO and other consents to the Consents Lead, highlighting any relevant trends or areas of non-
  • compliance along with proposed measures to remedy any issues.

  • Monitoring of Contractor Incident Reporting to identify potential trends or areas of non-compliance, and provision of feedback to the Consents Lead Coordinating workload with the other Consents Advisor to ensure coverage, efficiency and opportunity for professional development.
  • Provision of stakeholder relationship oversight (local authorities) for the Programme Manager and Delivery Teams.
  • Advising on consenting best practice, innovation and lessons learned within individual Delivery Teams and ensuring the learning is transferred across the Programme.
  • Monitoring and reviewing third party planning applications and drafting representations on behalf of the Client, in order to safeguard the project’s interests.
  • Qualifications

    Education and qualifications :

  • BSc or MSc in relevant topic.
  • Working towards Environmental Chartership and Full membership of environmental professional body, such as the Institute of Environmental Management and Assessment.
  • Lead EMS Auditor.
  • Abilities :

  • Proven ability in managing delivery of environmental management on major infrastructure projects and working within either a client, project manager or contractor team.
  • Proven ability in working and communicating with multi-disciplinary teams.
  • Previous knowledge of working within an NEC3 contract framework.
  • Skills and competencies :

  • Extensive proven ability as a multi-skilled Project Manager with a good understanding of Environment, Process Delivery and Management
  • Excellent communication skills, including experience of Regulatory interactions.
