This role reports into Cigna Operating Effectiveness supporting the Endeavor Cigna-Express Scripts Integration - Clinical Excellence work stream.
The incumbent is responsible for producing a scorecard to measure the effect of integration on clinical outcomes and affordability.
The scorecard will be delivered to the Cigna board of directors, as well as state regulators who required that Cigna demonstrate that the integration is improving clinical outcomes.
The incumbent will work closely with clinicians and data analysts to define the clinical metrics, source the data, calculate the metric, set the baseline, and forecast improvement to metrics based on the timing of when solutions will be implemented.
Included in the clinical metrics is Cigna’s enterprise goal to define a pathway to reduce gaps in care by 50% by 2021. In addition to producing the metric, this incumbent will identify solutions to close gaps in care, and estimate their potential contribution to the enterprise goal.
Lastly, the incumbent will incorporate the metrics into multiple departments’ management processes, so that that clinical leaders can be held accountable for improving the metrics.
Utilizes established project and program methodology to develop project plans for assigned projects. Where the methodology is not sufficient, create and augment with new processes and establish best practices
Develops detailed project plans including cost, schedule, and resource requirements
Develops and maintains work plans that consider the priorities, key milestones, time estimates, task sequencing and identification of tasks that may be performed concurrently to achieve objectives.
Ensure integrity of original business case is maintained & any adjustments are communicated & understood by all key stakeholders
Ensure projects / intake requests are completed within committed time and budget
Mentor and trains junior PMs
Represent the business during the portfolio funding process, communicating funding decisions and gaining buy in from business partners and IT on business funding prior to allocations taking place.
Champion organization's project management methodology, tools, and techniques
Consult on project planning and management of high-risk, high-impact projects.
Identify risks and vulnerabilities, and creates contingency plans
Identify and work to remove barriers that slow or prevent the successful attainment of process / productivity improvement and administrative efficiency that will lead to cost reduction and competitive analysis.
Resolve issues and determine contingency plans and triggers for risks. As needed, escalate issues to appropriate audiences including key business leaders and team members.
Partners with matrix organizations to ensure that appropriate action is taken to identify and implement initiatives.
Evaluates project status and resource utilization and implements changes to improve the team's effectiveness.
Ensures the timely and quality development and distribution of all deliverables for the project.
Develops and implements communication and reporting mechanisms to manage issues, risks and timely delivery of initiative results.
Ensures appropriate use of tools to track and monitor the financial performance of assigned projects
Defines and consults on measurement strategies, tools, scorecards and surveys.

KNOWLEDGE / COMPETENCIES :
Bachelor’s Degree and 3- 5 years of related work experience or 9 years of related project management strongly preferred.
Project Management certified (i.e. PMI, list others types) preferred.
Six Sigma training also valued
Experience in change management evaluation, planning and execution. ADKAR experience desired.
Strong business acumen, with proven ability to leverage knowledge base to quickly come up to speed in new business areas and new types of projects
Experience evaluating, developing and implementing business process measurement systems and dashboards
Has proven results of building and creating new structures through the use of creativity and innovation management
Experience, ability and willingness to share knowledge and coach individuals w / varying levels of experience.
Detail oriented, with proven time management and organization skills (including the ability to engage in multiple tasks and meet deadlines / standards).
Ability to deal with ambiguity, embracing change and helping others see it as an opportunity and stay focused on goals while adapting to change
