Brighton and Hove City Council

About the role

£1.5 billion Combined spend, over 100 people working in procurement and three councils operating as part of our Orbis Partnership (with East Sussex County Council and Brighton and Hove City Council) make us one of the largest shared services in the UK.

This is a big procurement job but it's not just a procurement job.

Looking after a procurement service of this size and scale with the associated complexities of operating between three councils will require a well-rounded, deep technical and operational knowledge of procurement gained from experience working successfully within / with public sector and / or local government.

This will need to be combined with a genuine flair for stakeholder management, networking and building strong working relationships that deliver results.

But we don't stop there.

Our residents are truly at the heart of everything we do and we have been working hard over the last 12 months to ensure our contracts and commercial arrangements provide excellent value for money but also the best possible social value for our residents.

We are a national leader on Social Value in Local Government, making progress across the Orbis Partnership but also supporting a number of other public bodies.

Business growth will also be a key focus for procurement moving forward having recently added Reigate and Banstead Council to our partners and customers.

We need an individual who will be comfortable in using their commercial expertise to grow and shape our portfolio of partners, ultimately allowing us to leverage the economies of scale and associated benefits that will genuinely allow us to deliver stronger more cost effective service for residents.

Energy and drive will be essential attributes at your disposal alongside a natural motivation to keep procurement at the forefront of best practice : constantly looking beyond the councils' boundaries to identify innovative approaches and best practice nationally and internationally that could deliver improved outcomes for our residents.

You will also need a strong people management and leadership focus and track record. Your procurement team, who operate across 3 locations, will look to you to set the agenda for strong partnership and collaborative working and developing an empowering, delivery focussed and supportive culture

Think you've got what it takes or simply want to find out more? Feel free to get in touch, we would love to hear from you.

For an informal conversation please feel free to contact either Leigh Whitehouse (Surrey County Council Executive Director of Resource) at Leigh.
