Purpose of roleHead of Project Controls (HoPC) is the functional lead, responsible for providing a fit-for-purpose project control service across the PSP(N) programme of work at HMNB Clyde.

The project controls service scope covers control and management of : Cost, Schedule, Risk, Estimating; and, Baseline Management and Task Directive / Demand Order definition.

Executed within matrix organisation, the Project Controls Function provides a mixture of central team and project specific resources.

The aim of the Project Controls Function is to provide a single source of truth , from which timely and consolidated management information can be produced, to support decision making and reporting at project and programme levels.

As a functional lead, the HoPC is responsible for all aspects of the project control service including :

  • Staff selection, development and SQEP assessment
  • Plans, systems, tools, processes and procedures.
  • Interaction with; and, information provision to, key stakeholders.Specific Responsibilities : Single point of contact for the DIO Project Support Office regarding Project Control information.
  • Production and ownership of the Project Controls elements of the PSP(N) management systems and arrangements.Line management of Project Controls Function by :

  • Staff selection and capability development, to support service provision requirements, in line with staff development plans.
  • Staff capacity identification, to meet the demands of DIO and needs of projects and central team.
  • Succession planning to ensure continuity of the project controls service.
  • Ensuring all PC function members have clear job descriptions, accountabilities and expectations.Establishment, implementation and maintenance of project control plans, arrangements and systems for use on PSP(N) Nuclear.
  • Provide project control resource and services to the project delivery teams.Provision of project controls support and timely information to all other functions within the scope of the project control service.

    Integration and assessment of information across the PSP(N) Clyde projects to identify conflicts or opportunities; and, to support the governance process implemented by the programme office.

    Supports to DIO in shaping project control requirements to be incorporated within procurements.Providing clear information which identifies ownership of activities and delivery of milestones by respective Leads throughout all project phases.

    Specific accountabilities include : Reporting & Governance :

  • Ownership of project reporting templates.
  • Timely provision of project controls data within scheduled and ad-hoc reports.
  • Attendance at scheduled meetings in line with the Communications Plan.Schedule :
  • Creation and update of full-lifecycle cost and resource loaded schedules which capture all scope to be executed by PSP(N), including 3rd party scope.
  • Creation and update of full-lifecycle schedules at varying detail levels, to support : Execution of work, reporting and forecasting, scenario planning, risk management;
  • strategic planning; and stakeholder management.

  • Routine progress updates to support delivery and reporting.
  • Conducting interactive planning sessions with internal and external stakeholders to capture and reflect all interfaces.
  • Support to change process.Cost / Estimate :
  • Creation and maintenance of underpinning cost estimates which capture all scope to be executed by PSP(N), including 3rd party costs.
  • Development and management of cost model to support Business Case submissions, including estimating 3rd party costs.
  • Routine cost capture and progress updates to support delivery and reporting.
  • Support to change process.Risk :
  • Identification and administration of risk and assumptions.
  • Creation of risk funding profiles via QRA and experiential means.
  • Administration and forecasting of risk time and cost, including support to change process.
  • Provision of risk data to support cost model and schedule updates.
  • Monthly risk and assumptions reviews, including expediting of risk actions.Baseline Management :
  • Configuration control of PSP(N) Baseline
  • Oversight of cost / time change impacts PSP(N) Baseline.DIO Specific :
  • Incorporation of emerging DIO processes
  • Provision of information to DIO for upload to IMS
  • Supporting DIO in the development of Task Directives and Demand orders
  • Development of business case schedules and costs
  • Liaison with DIO and MoD Scrutiny
  • Support to DIO in the valuation and administration of DIO contracts
  • Provision of quarterly Dreadnought Alliance cost model updates
  • Update of cost model including TLMPs
  • Liaison with CAAS and DPAS
  • Provision of information to demonstrate VfM.
