Why this role matters

The Partnership Manager will be responsible for managing contracts with Regional customers,, extending contracts where there is an opportunity to do so and fulfilling customer objectives to take superfast broadband further into rural communities.

They will have direct accountability for leading the engagement for Fibre Cities in the regions we intend to deploy, owning BDUK contract relationship and the formal acceptance of delivery against contracts.

The role holder will have demonstrable experience in managing commercially complex contracts and be effective in agreeing expectations with key external stakeholders in the region.

They will be accountable for securing timely customer decision making regarding contracts and supporting and indirectly managing a team to generate contracts at right level of detail, holding them to account for delivery.

The role holder will be both a commercial thinker and a strategic engagement lead, and will support and contribute to the wider vision of the Strategic Engagement & Contract Management business under the leadership of the Principal.

The role holder will be required to engage with stakeholders in the South West of England including County and Local Councils, SME’s and Rural Communities.

The ability to travel throughout the region as required is essential.

What you'll be doing

As a Partnership Manager the post holder will be responsible for effectively delivering customer contracts and working closely with the Network Development team to secure new contracts.

Key accountabilities include :

  • Delivering commercial contracts in the region (typically >
  • £30m) and their financial performance

  • Establishing effective commercial and client relationship management
  • Delivering expected return on investment in public funded programmes
  • Leading the relationship with the client and senior key stakeholders across local government bodies and within Openreach
  • Ensuring contracts are planned and executed effectively to deliver contractual outcomes for both Openreach and the Local Body organisations
  • Appropriately using any contractual mechanisms to de-risk the contract delivery and achievement
  • Ensuring Fibre Cities plans are jointly owned and committed with local bodies to ensure successful and timely delivery (in terms of permissions, street works and access)
  • Ensuring the successful delivery and enablement of defined benefits for the Local Bodies and key stakeholders
  • Supporting Regional communication & media campaigns and activities relating to Openreach’s commercial contracts in the Region
  • Accountable for :

  • Working with customers to optimise the achievement of key commercial outcomes for Openreach and our customers
  • Working with the Openreach Delivery Manager and the Network Solution Manager to ensure that the day to day activities of the deployment work stream operate smoothly and evolve the work stream’s processes as required, realising the agreed programme objectives.
  • Ensuring the successful delivery and enablement of defined benefits for Local Bodies and key stakeholders
  • Managing contracts to ensure delivery of our contractual commitments and the agreed scorecards
  • Delivery of financial performance of all contracts to ensure claims are submitted and paid in accordance with the contract finance model
  • Ensuring contract closure and resolve any associated disputes
  • Ensuring commercial, regulatory and legal compliance of the contracts is managed
  • Driving a shared learning culture across all contracts and wider NGA programme
  • Programme monitoring and control mechanisms (e.g. change requests) to ensure delivery management, financial management, benefits realisation management and risk, issue and change management are implemented effectively and to agreed standards
  • Developing, implementing and optimising the programme governance arrangements in line with changing external conditions, changing requirements or based on lessons learned or quality management activities
  • Working with all stakeholders to develop and establish programme performance reporting processes to enable Openreach to report fully on progress both internally and externally
  • Driving and engaging in marketing activities that promote and increase awareness of Openreach contracts in the Region
  • Acting as a virtual member of the Corporate Affairs team and taking joint ownership for Openreach’s reputation in the Region
  • Accountable for :

  • Identifying opportunities for contract growth, working to create internal business cases and proposals and negotiate successfully with clients to win new business.
  • Own multi-million pound tender opportunities to conclusion

  • Understanding customer requirements and priorities, and work with the Network Development team to develop a customised offer
  • Customer Relationship Management

    Accountable for :

  • Creating, implementing and managing complex stakeholder management plans often covering large numbers of senior stakeholders and covering multi-organisational relationships
  • Strongly managing very complex personal relationships and stakeholder expectations
  • Negotiating mutually beneficial outcomes and resolving conflict
  • Establishing and delivering an effective community engagement programme for Fibre broadband across the UK
  • Accountable for :

  • Holding the initial engagement role on Fibre Cities, negotiating working relationships and setting expectations on what we will delivery and the role of the customer to help achieve this
  • Developing and executing an effective stakeholder engagement plan for Fibre Cities
  • Setting expectations where Openreach is going to deploy and engaging them on what and how we will deliver
  • Getting local support to remove barriers in deployment e.g. wayleaves, highways, traffic management

  • Significant experience and capability in the delivery of large contracts (above £1m) or relevant experience delivering large scale programmes ideally through the use of contractor / subcontractor labour
  • Significant experience in delivering growth to contracts, utilising a multi-channel business development approach. Seeks innovative ways to expand the business scope of projects and to manage the cost base
  • Challenges and supports the business on the right commercial outcome
  • Skilled influencer and negotiator, able to read the environment and flex style and approach to optimise impact both internally and externally with clients
  • Excellent Communicator with strong client relationship management skills; comfortable working with Public Sector teams, MPs, Councillors, Constituents and communities
  • Ability to own resolution of issues and mitigate risks
  • Seeks feedback from customers and key stakeholders and acts on it to improve performance
  • A proven driver of sustainable behavioural change supported through operational alignment, cultural change and their personal leadership
  • A team player, adept at holding others to account through a challenging and supportive leadership style, whilst consistently delivering on their own commitments
  • Strategic thinker with proven experience driving daily concepts to deliver longer term vision with the ability to cut through barriers to bring real clarity and focus to delivering for our customers
  • Strong technical knowledge of Openreach products & services, networking, new sites infrastructure, FTTP & CFP
  • Expected to coach / mentor and guide Senior Project Managers, Business Development & RCMO team members
  • Ability to work across the SID team and wider business to ensure we fulfil the Openreach medium to long term vision
  • Qualifications / experience

  • Bachelor’s degree (or equivalent experience)
  • Will have had experience of growing contracts, programmes or relationships resulting in financial growth / profitability growth
  • Will have had experience of leading and delivering complex contracts or large scale deployment programmes requiring the management of medium-term and long-term timeframes, financials, major resources (including third party suppliers), and project and service deliverables (typically gained over a period in excess of five years).
  • Experienced delivery agent with specific experience of delivering to clients directly and delivery of significant and / or time critical products as part of major BT and client programmes.
  • Typically experienced in the development of complex plans and management of multi-disciplinary teams to deliver against them.

  • Excellent communicator, with strong client management skills
  • Experienced practitioner of a formal Project Management methodology such as Prince2, APMP, ITIL qualification, Risk Management Qualification or 6 Sigma.
