We are recruiting for a Contracts Manager on behalf of the UK’s leading Charity that support adults with Learning Disabilities and people with Deafness and Tinnitus.
Reporting to the Head of Policy & Practice, you will support services by overseeing the management of revenue-based contracts, including their review, approval and exchange using internal policies.
You will work closely with the Senior Management Team, and liaise with managers at all levels within the group as well as with commissioners across the UK to make sure all contracts are fit for purpose.
You will keep oversight of their contracts register and ensure that new services are able to commence on time.
With flexible working, you can be based out of an office in either Brighton, Birmingham, London (Highbury), Blackburn, Bath or Margate.
This role is required to cover maternity leave.
About the Candidate
We are looking for an experienced contracts manager with the ability to manage a demanding workload with the minimum of supervision.
You will have knowledge and experience of a wide variety of health and social care commissioning frameworks and the ability to highlight issues and understand terms.
You will have excellent communication skills for delivering key messages to a range of stakeholders both internal and external to the organisation, some at very senior level.
You will have good presentation skills for conveying complex concepts and the ability to use informed persuasion to influence others.
You will have the ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to contract management.

There will be occasional national travel and planned overnight stays.
Overall Purpose of the Role :
To project manage the review and completion of all revenue-based contracts for the Care and Support Directorate including :
Identifying and summarising all contract work required and agreeing priority order for each area with the respective Head of Service.
Thus, managing and monitoring a contract work plan
Monitoring existing contract expiration dates and ensuring their renewal.
Make sure that all contracts entered into by C&S are fit for purpose including block, spot purchase, private individual agreements, tender related frameworks, novation agreements, Housing Management, and occupancy agreements.
Review contracts giving consideration to GDPR, and the capacity of the person entering in to the contract and roles of legal representatives where appropriate.
To ensure new referrals are responded to quickly to ensure a timely process from referral to commencing a service.
To review and create contracts for emergency and short notice referrals, and where applicable, for existing people requiring changes to their service
To negotiate on terms and conditions with local authorities to mitigate risk to the group.
To provide management information and reports, detailing contract related achievements, the scope of contracts maintained, and high £ value investors to Care and Support.
To make sure that all tenders and contractual arrangements reflect the best interests of people we support and our commitment to person centred working.
Key Accountabilities & Responsibilities :
Responding to all requests for work from Public Authorities, Private Individuals and their legal representatives, and internal stakeholders with regards to revenue related contracts. This includes :
Prioritising work based on professional assessment and discussions with Head of Services.
Identifying the contract terms which must or should be negotiated,
Providing exception reports to the Associate Director of Care and Support where proposed terms are beyond those within the groups policies or those we would ordinarily agree. Suggest resolution.
Reviewing and creating contracts for emergency and no notice referrals, and where applicable, for existing people experiencing a crisis and needing their service to be adapted.
Reviewing proposed pre placement, spot purchase, novation, Supporting People, Housing Management, occupancy related contracts, and extensions letters
Representing Care & Support in negotiating with Public authority and housing partners where requested.
Providing summary statements in order that those with delegated authority may approve and sign the contract.
Developing new and adapting existing contract terms
Checking service manager inputs on all Care and Support templates before contracts are established.
Providing contract related information as necessary,
To support good financial management when new services commences, including :
Ensuring that financial terms are fully understood by Service Managers in order to assist with timely invoicing
Working with Business Partners to ensure that contracted service descriptions are appropriately reflected in our Fees
Liaising with Local Authorities to resolve non-payments / debts relating to inconsistent Fee and contract information
Provide information to internal stakeholders on contract terms, legislation and regulations in order to resolve potential Fee or Service-related disputes (e.
g. other party imposing changes without notice, not meeting contract terms).
Undertaking specific contract negotiation tasks and research about proposed changes in our approach as requested by the Associate Director of Care and Support.
To ensure appropriate record keeping of all C&S revenue contracts
Planning the timely review of all C&S revenue-based contracts before their expiry.
Managing a contract work plan with support from the Contract Coordinator, including maintaining an audit trail of information shared internally and externally, agreeing work priorities with Head of Service every 2 months, and monitoring the plan every 2 weeks to ensure effective contract management.
Agreeing with contract co-ordinator a set of actions to ensure Head of Services remain aware of progress of all their contract priorities.
Ensuring effective record keeping of all contracts onto our C&S Contract Register (library of contracts). Ensure that the Director of Care and Support remains fully briefed of exception issues and matters requiring decision.
To maintain a good understanding of service delivery standards and related regulations in order to review all revenue-based contracts.
Liaise with Heads of Services to verify that we can meet Local Authority Service Specifications To advise on standards required for Service monitoring reviews and assist senior C&S staff in developing and implementing improvement plans
To support colleagues in preparing and submitting tenders for new work and renegotiating existing contracts
To undertake any other duties and responsibilities which are commensurate with this role and agreed with the Head of Policy & Practice
Other Requirements :
Ability to work autonomously and flexibly.
Provide remote support to Heads of Services based in different geographical locations.
To manage conference calls with Heads of Services.
To work closely with colleagues in other departments whose work includes or impacts on contracting (e.g. Risk and Property Team, external legal support)
To provide direction to contract co-ordinator and regional Management Assistants to ensure the Contract Work plan and Contract Register (library of contracts) are managed.
