An exciting opportunity has arisen with a top performing West London borough.

Role Purpose

1. To deliver engineering projects involving design and construction including highway, traffic management, works for developers, work for other departments, and other related municipal engineering works carried out within the Highways Division.

Role Duties

2.1 To design engineering schemes to meet clients requirements.

2.2 To carry out investigations, (including site investigations), and feasibility studies to determine whether projects are financially or technically viable.

2.3 To carry out the tendering process for the delivery of engineering schemes under the

Councils Contract Code.

2.4 To apply for and carry out necessary procedures (including producing drawings, issuing press notices) for planning permission for various schemes.

2.5 To undertake contract management including supervising works contractors to ensure compliance with contractual and statutory requirements.

This includes issuing works orders, giving technical approval, assessing valuations and certifying completion of works.

2.6 To keep all necessary financial and other records relating to the activities of the post holder, providing estimates or quotations as required and certifying invoices raised accordingly.

2.7 To authorise and expedite works on a rechargeable basis to private and utility companies, developers, frontagers and others to maximise financial recovery and prevent highway infrastructure deterioration.

2.8 To prepare highway legal agreements, designs, contract documents, works

programmes, estimates, quotations, and tenders.

2.9 To control, supervise and monitor works keeping detailed site records. This includes

works undertaken for adoption or any other works under the Highways Act or

The Town and Country Planning Act.

2.10 To carry out detailed design checks of work carried out by external consultants

contractors to ensure compliance during construction stage with specification and

contract documents.

2.11 To advise Councillors and senior professional officers throughout the Council on

technical and professional matters which are the responsibility of the team.

2.12 To respond to inquiries from members of the public, Councillors, stake holders, and

other departments of the Council and to take appropriate action, without prejudicing the

Council's position in litigation over accidents, planning appeals, and traffic enforcement.

2.13 To attend Departmental, inter-departmental and inter-authority meetings, working

parties etc, as Group / Divisional / Departmental / Council representative.

2.14 To prepare reports and to present those reports at Committees and Sub-Committees

of the Council as required.

2.15 To exercise financial control of expenditure in respect of schemes and projects for

which the post holder is responsible.

2.16 To keep abreast of technical developments to ensure compliance with statutory

requirements and to be able to take forward innovation relating to the duties of the post.

2.17 To carry out performance monitoring and report on indicators as required.

2.18 To participate in the Environment Department's contribution to ensuring an effective

response to civil and other emergencies using skills / expertise relevant to the functions

of the post, and in accordance with Council emergency procedures
