What is the opportunity?
You will be responsible for effectively controlling and managing the Compliance Testing function.
What will you do?
You will be responsible for compliance within the UK regulatory regime as it relates to Testing as follows;
identifying and assessing applicable Compliance risk;
implementing and maintenaning of all appropriate testing;
escalating significant Compliance risk issues and deficiencies to the relevant Chief Compliance Officer (CCO)
In conjunction with the relevant businesses, develop an appropriate and effective response to and resolution of Compliance issues or deficiencies identified;
advising and assisting employees responsible for carrying out regulated activities to comply with the firm's obligations under the regulatory system.
You will also be effectively controlling the testing function in accordance with the applicable Conduct Rules by :
driving a culture of integrity by promoting open, honest and transparent dealing in the day-to-day operations of the Compliance testing function including escalation as appropriate;
identifying, planning and negotiating suitable resource levels to meet business and budget objectives and managing associated conflicts and deadlines;
representing the Compliance Testing function on internal and external committees;
overseeing responsibility for operational risk as it relates to Compliance Testing;
driving a culture of appropriate market conduct behavior;
identifying, escalating and remediating issues within the Compliance Testing function that could directly or indirectly lead to the unfair treatment of customers;
utilising the open and effective channels within the Compliance Testing function for the escalation and reporting of issues both at the regional / functional level as well as at the requisite governance committees;
ensuring the reporting of breaches of the Conduct Rules in a timely and appropriate manner to the relevant CCO; and adhering to mandatory training requirements and requiring staff within the Compliance Testing function.
You will lead, manage and provide detailed technical assistance to the teams responsible for a number of processes including, but not limited to the following;
overseeing the timely and accurate completion of the compliance testing plans in order to ensure appropriate systems, controls and processes are in place throughout the organization;
working with Compliance and business colleagues in tracking and resolving issues identified during the Testing Reviews;
devising, populating and continually enhance the testing programs, utilising a risk based approach and incorporating thematic reviews and targeted in-depth checks, while ensuring the Testing Plan is commensurate with the RBC business models;
Managing and documenting investigations stemming from Testing exceptions;
Producing dynamic Management Information with trending capabilities for various committees and Boards.
What do you need to succeed?
Substantial compliance monitoring or similar experience within a financial institution, regulator and / or other comparable environment
Ability to accept accountability, assume proactive leadership
demonstrate initiative, and lead by example in cross department and jurisdictional co-operation
Good understanding of banking and securities laws, regulations, directives and expectations, especially with regards Exchange and Market Abuse Rules
Detailed understanding of the application and impact of the I.K Financial Services and Markets Act and the relevant EU directives and the ability to apply them to the various entities and desks within the organization
Organized and methodical with a risk based and strategic mindset
Strong leadership skills
Strong interpersonal skills and superior judgment
Strong oral and written communication skills
Ability to understand business needs and address conflicts and competing priorities as necessary
Nice to have
Educated to degree level and holds a relevant Compliance Diploma
