Purpose of the Role
To support the Lead Engineer in all technical matters associated with the planning and construction of the allocated multi-disciplinary sites.
To co-ordinate all P Way aspects of construction and associated works with the other disciplines
To deliver construction work safely to the level of quality expected by the company and the Client; to budget and in line with all relevant standards, processes and procedures.
Safety - Support the implementation of the Colas Rail Limited Safety, Health, Environment and Quality (SHEQ) strategy, associated actions and resulting initiatives, to deliver continuous improvement.
Profitability - Promote the need and use of company established frameworks. Assist in negotiations with suppliers.
Quality - Ensure all documentation and records are maintained in accordance with the requirements of ISO 9000 local working instructions.
Respect - Treat people in a fair and consistent way. Consistently strive to understand client's needs and requirement.
May undertake the role of Deputy CRE (as nominated)
Work as directed by the Lead Engineer
Ensure proposed construction plans are safe, cost effective, and achievable
Assist the Lead Engineer in improving productivity and introducing innovation
Carry out risk assessments as part of design and construction work
Carry out analysis, prepare plans / programmes, detailed site / track / topographical surveys, review or check Particular Specification, designs or estimates, undertake detailed planning, site visits and progress work as directed.
Produce planning documents, multi-discipline Work Package Plans and Task Briefs
Discuss all construction and constructability issues with the construction team
Produce schedules of resources and P Way materials to be ordered
Control all on site technical activities and quality control
Ensure liaison with other disciplines.
Follow all safety critical processes (such as Ground disturbance, CRT, track commissioning etc)
Refer any Design issues to the Design Manager
Refer non-compliances to the standards and all technical issue to the Lead Engineer
Ensure timely production and communication of reports, including the submission of technical documents for the Health and Safety file.
Attendance at planning, progress and technical meetings as directed
Attendance at engineering and technical briefing as directed
Attendance at all training and induction courses as directed
Assist in audits as directed
Weekend / Night duty as per roster
MOST CHALLENGING PARTS OF THE ROLE
All foreseeable risks are identified and suitably mitigated
Construction work is delivered to the required quality and on-site quality checks are carried out.
Site reporting is completed satisfactorily.
Ensure timely and accurate completion and submission of documentation to be included in the Health and Safety files
Achieve zero technical non-compliances and corrective actions under external technical audit
SPECIFIC SAFETY RESPONSIBILITIES
Undertake or manage safety critical or safety of the line activities
Identify foreseeable risks related to survey, design, construction and maintenance of the infrastructure
Ensure that risks are designed out where possible and that remaining risks are adequately mitigated and communicated to the construction team
Participate in regular monthly safety meetings with Construction Manager
Report all accidents, and incidents
As this post has no direct reports, you are responsible for ensuring that :

You do not undertake any safety critical work activity or activity for which a specific competence is required, unless you have received the necessary training / instruction and / or assessment and hold the appropriate Certificate of Competence / Authority to Work.
You do not instruct others to undertake such work if they do not hold the appropriate Certificate of Competence / Authority to Work
QUALIFICATIONS / EXPERIENCE :
Education to HNC / HND in Civil Engineering or equivalent suitable experience
Comprehensive understanding of permanent way and related engineering principles, including interfaces between disciplines
Good knowledge and understanding of track standards, processes and procedures
Safety Management training
Knowledge of Health and Safety legislation relevant to Construction and Engineering
Must be able to drive
