Senior Street Works Inspector

To lead and manage the activities of Street Works Inspectors to ensure work outputs are maximised in line with agreed targets and to ensure the effective discharge of the authorities Network Management Duty.

Location

This role will be based in the London Borough of Barnet. Travelling may be required to other Capita offices on occasions.

Role and Responsibilities

Key responsibilities of the role are :

  • Ensuring the inspection of Street Works and other licensed activities is undertaken in accordance with statutory and contractual requirements.
  • Provide supervision, guidance and support to Street Works Inspectors, allocating work and covering for absence when required.
  • Develop and monitor performance indicators relevant to the Street Works Inspectors activities linked to service and business objectives and report these to management.
  • Assess and approve complex traffic management arrangements associated with utility street works, S278 agreement works, filming and cranes.
  • Lead on the delivery of Core Testing of utility company reinstatements with due regard to both statutory guidance and contractual obligations.
  • To monitor outside developments and trends affecting the work of the team and make adjustments to provide improved mechanisms for the delivery, monitoring and review of service and performance.
  • Ensure that communication processes within the team are efficient, timely and responsive to the needs of Members, council officers, service users and other stakeholders.
  • Respond to changes in legislation, statutory requirements, codes of practice, British and European standards to ensure that practices, procedures and working methods of the teams are reviewed and updated as necessary to ensure compliance.
  • Ensure safe and efficient delivery of service by achieving high standards of health and safety and reducing risk.
  • Ensure that Risk Assessments are reviewed and safe methods of working through detailed method statements are developed and reviewed annually.
  • Assist the Permit / NRSWA Manager in the preparation of reporting information, and deputise for them in their absence.
  • Financial and Asset Responsibilities

  • To produce draft charges associated with Inspection and Core Testing activities.

    In order to deliver the service effectively, a degree of flexibility is needed and the post holder may be required to perform work not specifically referred to above.

    Such duties, however, will fall within the scope of the post, at the appropriate grade.

  • Requirements (Essential)

  • Must be able to demonstrate suitable experience in traffic / highway engineering.
  • Detailed knowledge of highway legislation including New Roads & Street Works Act 1991, London Permit Scheme, Highways Act 1980 & associated regulations.
  • Understanding of the Network Management Duty under the TMA 2004.
  • Experience of using specialist highway IT packages for highway network management.
  • Experience of using IT software including Microsoft Word, Excel and Outlook.
  • Excellent written and verbal communication skills.
  • Good time management skills.
  • Valid driving licence
  • Own means of transport
  • Requirements (Desirable)

  • Experience of supervising staff and working with consultants / contractors.
  • Ability to keep accurate work records.
  • Ability to manipulate and present data
  • NRSWA accreditation.
  • Lantra 12D M7 qualification

  • Negotiable, depending on level of experience and qualifications
  • 37.5 hours a week
