Job Purpose

  • To provide governance, audit, and risk management and monitoring services across the team in the delivery of capital property projects (corporate development, asset regeneration, housing delivery and investment).
  • To support in the management of team and project performance monitoring, including the establishment and oversight of key performance indicators, contributing to corporate reporting requirements.
  • To work across the companies, supporting the Governance and Compliance Lead in the management and delivery of operations, in accordance with constitutions, articles, agreements, and other arrangements in place.
  • To work across all functions in the team, supporting with the establishment, terms, and overall conduct of Project Boards, review panels, decision-making forums, joint ventures, frameworks, and such other groups that may arise in the future.
  • To produce, monitor, and sustain processes, procedures, systems, and registers that support with effective governance, audit, risk, and performance management across the projects delivered and activities of the team in-line with best practice.
  • To support in the development of structures, processes, policies, and procedures, including the development of related reports, to support in the management of projects and enabling of decision-making.
  • To support the Head of Development, Investment and Delivery to meet the wider strategic aims and to work across the organisation and companies, contributing to the Corporate Plans, business plans, strategies, capital programmes, and financial targets.

Key Tasks

  1. 1. Supporting the Governance and Compliance Lead on project, investment, and commercial governance, implementing and maintaining structures, and supporting with the operational mechanisms for reporting and decision-making.
  1. 2. Supporting and advising on the operation and proper conduct of Project Board’s, Project Review and Sign-off Panel (PRSOP), CLEAR Sustainable Futures (CSF) Joint Venture, Modular Housing Framework, and such other forums as established.
  1. 3. Supporting in the management of client relationships internally and externally, specifically the Client function, and to progress contract and service reviews as part of the commercial audit process, escalating matters of concern in a timely manne
  1. 4. Maintaining a suite of project and programme KPIs, as well as monitoring and updating risk registers, issues, and decision logs, supporting with the coordination and production of the relevant status and monitoring reports ensuring, consistency, compliance, and future proofing.
  1. 5. Supporting the data gathering, analysing, and interpreting process to support in the production of status reports related to governance, audit, risk, and performance related matte
  1. 6. Drafting, implementing, and reviewing policies and procedures within the team and companies, including supporting with the management of Service Level Agreements and Management Agreements implemented with service partne
  1. 7. Supporting to implement, monitor, and maintain management action plans to improve governance, performance, audit, and risk across the team.

  1. 10. Supporting with internal and external audit procedures for the management of projects together with the project team.
  1. 11. Supporting with PR, media, and publications in relation to the companies, including procurement and contracts, and associated resident group / panels on the behalf of the companies as required.

PERSON SPECIFICATION – GOVERNANCE AND COMPLIANCE OFFICER

QUALIFICATIONS Essential

  • Educated to A level or equivalent; or qualified by strong relevant experience within a project, development, or risk management environment
