Surveyors work in close contact with the client, advising them on legal and financial matters that arise during the project.

Overview of Role :

We are currently recruiting an Assistant Project Manager / Data Controller to join a well-established client focused team of Project Managers working within an existing Project Management Office (PMO) at Public Health England (PHE), Porton Down delivering the Science Hub Programme.

The aim of the programme is to relocate circa 3000 PHE staff from a number of existing locations to a new purpose built facility at Harlow, Essex.

The programme is presently at the end of RIBA Stage 2, with four main Contractors now appointed under NEC3 to deliver circa £400M of capital expenditure.

RIBA Stage 3 design is now ongoing, with construction work anticipated to commence on site during 2019.

The programme is split into a number of different work packages (Projects) under the jurisdiction of an Establishment Project Officer (EPO), and supported by a separate supply chain partner project manager and cost manager.

The requirements for this role concerns the provision of Assistant Project Manager / Data Controlle r with responsibility for Data Management, Document Control, Systems and procedural analysis.

The role is based at Porton Down.

The post holder will support client side Establishment Project Officers (EPO’s) on the Programme Team, in delivering the Science Hub Programme, working closely with the user community, other EPO’s and members of the programme core team, supply chain partners and external suppliers / contractors as required.

Each EPO is responsible for the delivery of agreed work packages (Projects) as part of the wider Science Hub Programme objectives.

This needs to be done in accordance with the Programme governance arrangements / procedures, PHEs policies and procedures and Government Procurement Strategy where required.

Key Responsibilities :

  • Data Management, Document Control, Systems and procedural analysis
  • To liaise with PHE financial support team
  • To report to and liaise with senior PHE management on related issues
  • To manage the associated client deliverables and functions
  • To support business objectives of delivering value for money in all circumstances
  • To carry out assigned duties efficiently and in accordance with processes and procedures
  • Comply with established procurement / commercial / contractual strategies
  • Take personal responsibility for complying with Environmental, Health, Safety, Security and Quality Standards
  • Professional Skills :

    Management of a Project within a client side programme in accordance with MSP principles including :

  • Preparation of key stage reports
  • Preparation of various schedules and plans of work
  • Management of meetings, taking and preparation of minutes
  • Preparation of progress reports and presentation at Project Executive / client meetings
  • Candidate Requirements :

    The ideal candidate will demonstrate a positive proactive approach to the role, and will be committed to delivering customer service excellence, with good commercial results.

    Experience of Data Management, Document Control, Systems and procedural analysis essential.

    Essential :

  • The candidate must be familiar with Prince2 and MSP procedures.
  • Ideally must hold a suitable professional accreditation
  • Degree or a similar level qualification with extensive technical delivery experience in a similar role gained within a Contracting organisation, consultancy or end user client.
  • Ability to identify and develop potential opportunities to secure more business for RLB
  • Well organised, diligent, proactive, assertive, well-disciplined and commercially astute.
  • Excellent communication and presentation skills both written and verbal.
  • Excellent customer service, communication and client / external interface skills
  • A track record of working with teams and managing projects by prioritising workloads and delivering to deadlines
  • A team player with a can do’ attitude, outgoing, polite, patient, diplomatic, personable and flexible
  • Experience of the healthcare, science and / or defence sectors advantageous
