What’s the job?

The Chief Architect post is an opportunity for an experienced senior technical architect, who will have responsibility for the alignment and onward development of SLC technical estate and operational process with the enterprise and technical architectures.

They will do so by directing a team of technical and enterprise architects providing end to end design capability. The Chief Architect will report directly to the Chief Information Officer.

It is essential that the Chief Architect has a technical design background and architecture / solution design experience.

  • The main functions of the role will include : - Optimising and modernising the technology estate, by driving the delivery of end-to-end solution and service designs for new products and technologies whilst maintaining and enhancing the legacy systems;
  • Promote and embed innovation into all aspects of the Company’s services and shape evolving strategy for Digital, Data and Technology;
  • Establish and embed clear architectural governance processes across all business and technical change to ensure value for money, risk mitigation and successful delivery;
  • To ensure all of the Company’s business and technical architecture changes align to the defined Enterprise Architecture and allows the company to operate safe & reliable services to its customers and stakeholders;
  • Ensure that all change to technical and business platforms aligns with all other aspects of change governance including financial, programme management, delivery and organisational change;
  • To champion the architecture function and its key objectives across SLC, Department for Education and Government Digital Services to build and maintain strong strategic relationships with key stakeholders Key responsibilities : Drive the overall design of the technology strategy execution programme to ensure the roadmap of change has a clear direction of travel in line with the SLC’s enterprise architecture;
  • To give direction on the translation of business strategy, vision, goals and objectives to enable the strategic assessment of current capabilities, the identification of required changes in business capabilities, and the description of inter-relationships between people, organisation, service, process, and the external environment;
  • Direct the development of the SLC’s enterprise architecture, detailing the transition states, to achieve the target architecture for the Company;
  • Shape and develop all architecture designs to ensure they underpin the Company’s mission and vision at all times; Review the efficiency and effectiveness of current and potential alternative future delivery models to ensure architectural fit and overall value for money;
  • Initiate, plan and lead the design of major and complex continuous development, policy and process initiatives; Initiate, or respond to, major and innovative projects, and participate fully in cross-functional and strategic organisation-wide projects, to ensure their delivery to time, budget and specification;
  • Maintain expert knowledge of regulatory and legal requirements relevant to the role, supporting and promoting compliance with those requirements within the role and the business;
  • To ensure strong relationships are developed and maintained with internal and external stakeholders including Government Digital Services to ensure compliance with Digital Design Standards;
  • Develop and maintain technology strategy and blueprint for SLC and maintain SLC intellectual capital for the technology platform and ensure continued professional development is embedded within the Architecture team;
  • Promote and protect the reputation of SLC and its stakeholders by ensuring that the Architecture team’s services are provided to an appropriate standard;
  • Provide leadership, direction and development for team. Encourage professional and personal development by establishing clear vision and priorities;
  • Manage external supplier relationships to ensure a highly effective service is delivered; Challenge suppliers where expectations are not being met;
  • Build effective working relationship with suppliers How do I apply? Knowledge, Skills and Experience : Essential : Educated to degree level or higher in an engineering or similar discipline, be experienced in an IT discipline with a technical background and experience of technical design;
  • Able to lead and inspire technical architects and designers and develop the organisation’s architecture capabilities to meet the needs of a challenging transformation agenda;
  • Experience of working with new emergent technologies and related products, in particular those that underpin digital capabilities, and able to understand, articulate and design how they will be utilised within SLC;
  • An understanding and experience of using of some or all of the following in a high transaction, retail environment with a primary on-line channel Service Oriented Architectures, COTS, SAAS and IAAS Open Standards Applications built using Java, .

    net, Redhat Linux, and other Open Source technologies and open standards i.e JBOSS, Apache / Tomcat products, micro services Applications built using Oracle products and environments i.

  • e. middleware 8i through to 12g, Forms and batch processing Data Analytics, Data Warehouse / Customer Repositories and data architectures Demonstrable experience at a senior level, in public or private sector, of working with senior colleagues to deliver transformational change to business processes and systems, and to deliver cost savings and service improvements for customers;
  • Detailed knowledge of modern software development practices and processes covering project and risk management, development process (including use of Agile methodologies) and technical best practice;
  • Able to demonstrate a clear understanding of detailed technical concepts and to apply this understanding to everyday business problems;
  • Strong influencing skills with both internal staff and external stakeholders with the ability to provide clear and non-technical advice / interpretation of complex information;
  • Stakeholder management and reporting up to senior executive and board level; Effective communication skills with an ability to inspire and encourage debate on strategic issues with all stakeholders;
  • Excellent analytical and problem-solving skills, with ability to think laterally and conceptually Desirable Experience of designing / building key Banking or Financial Services applications;
  • Experience working in the public sector implementing policy requirements to fixed deadlines; Recent experience working with partner organisations to transform ways of working and implement effective commercial models for predictable and efficient delivery of development and support services
