Becoming a Pensions Consultant (Projects) with Capita Employee Solutions :

We are looking to employ a dynamic individual to take up the role of a Pensions Consultant. This will be a two-year contract to deliver on projects arising from two high-profile Court cases.

The Pensions Consultant (Projects) will join the Policy and Technical Team (PATT). While pensions experience would be preferred, the successful candidate will need a broad range of skills in order to deliver a challenging project which is due to be completed by 2022.

Working at our bright modern offices at Lingfield Point in Darlington, you’ll work on the Teachers’ Pensions (TP) contract to implement a rectification solution following the Court of Appeal judgement in the McCloud and Sargeant cases.

On 20 December 2018, the Court of Appeal ruled that the transitional protection arrangements for members of the Firefighters’ (Sargeant) and Judicial (McCloud) Pension schemes (introduced as part of scheme reforms in 2015) were unlawful on the grounds of age discrimination.

A rectification solution is to be applied across the public sector, including the Teachers’ Pension Scheme (TPS).

Reporting to the Head of Teachers’ Pensions, the successful candidate will be required to work closely with other colleagues in the TP Client Delivery Team and wider areas of TP operations.

The candidate will need to have an eye for detail and, using their analytical skills, be able to deal with a range of correspondence and queries from members, employers, regulatory bodies and staff.

The successful applicant will need to become fully conversant with overriding legislation and the Teachers’ Pension regulations, which govern the Teachers’ Pension Scheme.

What you will do :

As the technical lead for the Pensions Rectification Project, you will be responsible for coordinating the analysis of previous cases for the assessment of potential rectification.

This will involve revisiting previous entitlements and awards previously paid by the TPS to see if they are subject to amendment.

Specifically, this will include :

  • Identifying areas giving rise to rectification and implementing appropriate solutions.
  • Working closely with the Department for Education as the Scheme Manager for any discussions with HM Treasury and providing regular update reports.
  • Liaising with Business Analysts and Data Analysts to analyse data and report on the implications for the TPS.
  • Reviewing draft legislation / regulations and providing feedback to colleagues in TP Policy and Technical and the Department.
  • Ensuring that amended processes or IT developments reflect revised regulations.
  • Assistance with or review of any consultation documents.
  • Working with the Government Actuary’s Department in connection with c hanges to factors, if required (including any revisions or calculations required for a pension flexibilities options exercise).
  • Amending valuation data extracts to reflect any rectification solution.
  • Provision of any data required for analysis purposes (to understand costs or member behaviour).
  • Liaison with Club Secretariat in connection with any required amendments to Public Sector Transfer Club transfers, and associated TP database and process changes.
  • Working with the Programme Manager, Business Analysts and Data Analyst to ensure the delivery of IT specifications and developments to meet regulatory requirements, end-user training and training materials, resource planning and costings.
  • General communications to members and stakeholders to keep them informed of developments, for example : FAQs for members;
  • member guides; amendments to award letters; website content; standard and tailored complaints responses.

  • The re-design of benefit statements.
  • Financial implications including reporting to auditors and interaction with HMRC in relation to any taxation queries (annual allowance, lifetime allowance, income tax, unauthorised payments) and the impact of rectification on event reporting.
  • Overseeing the process and procedures for the correction of member benefits to allow for underpayments or overpayments of contributions and benefits.
  • As well as reporting to the Department and externally, there will also be involvement with other stakeholders in the management of the rectification solution, including Unions, Employers / employer representatives, IFAs, and the TPS Pension Board and Scheme Advisory Board
  • Actively contributing to ISO requirements, business improvement and business continuity.
  • Your experience will include :

    Applicants must be able to demonstrate the following :

  • Excellent communication skills both written and verbal
  • A good standard of pensions knowledge (preferred but not essential)
  • Ability to research and interpret and effectively communicate legislation / guidance.
  • Ability to work independently and in a team environment, working under pressure.
  • Be highly organised and able to manage workloads within strict deadlines.
  • An ability to identify trends and develop solutions to improve member experience possessing a high attention to detail and accuracy
