TheRole :

Kensington andChelsea Council and Westminster City Council recognise that theviews and experiences of children and young people with specialeducational needs and / or disabilities (SEND) are central to thework we are doing to shape our local offer of services for them andtheir families.

We are therefore excited to offer this opportunityto develop and promote sustainable participation structures forchildren and young people with SEND in both boroughs.

Based withinour SEND Local Offer and SEN Outreach Service, the role will ensurethat children and young people with SEND have their voices heard ata strategic and operational level in the planning, delivery andevaluation of services and in the development of policies andprocedures, enabling them to live safely and confidently in theircommunities.

AboutYou :

  • Youwill have relevant and direct experience of working with childrenand young people from diverse backgrounds, including those withspecial educational needs and / or disabilities, and implementingprogrammes that aid their participation, ensuring that their viewsand experiences are used to inform strategic and operationalchange.
  • You will have an understanding of theissues affecting children and young people with SEND and will beable to link these to the delivery of our Local SEND Strategies andnational SEND legislation.
  • You will also beskilled in monitoring and evaluating your work, producing reportsto summarise activity undertaken and clearly articulate theoutcomes that have beenachieved.
  • RoleRequirements :

    Therole will be expected to :

  • Develop andfacilitate participation and consultation mechanisms to promotedisabled children and young people’sparticipation.
  • Engage with existingparticipation structures (e.g. Youth Councils, Youth AdvisoryGroups, Looked After Children Councils, School Councilsetc ) to ensure SEND representation at the forums andprocesses for the Local Authority to gather views from a range ofsources as and when required.
  • Developstructures and systems whereby the views of disabled children andyoung people can influence the level and quality of services theyreceive.
  • Promote the rights of children andyoung people with SEND to participate, breaking down barriers toparticipation.
  • Ensure that engagement withchildren and young people with SEND is adopted as a business as usual’ activity acrosschildren’s services and other areas of councilbusiness.
  • Weare committed to promoting equality and respecting diversity andwelcome applications from all sections of thecommunity.

    We are Disability Confident -committed to ensuring that our recruitment and selection process isinclusive and accessible.

    We work in partnershipwith Hampshire County Council (HCC) who deliver many transactionalservices on our behalf. Although most communications will be fromHCC, all selection and appointment decisions will be made by RBKC.

    Certain services are shared across more than one Council area tonearby neighbouring Authorities. This enhances delivery and reducescosts.
