Head of Portfolio Management This is a fantastic opportunity for an experienced Portfolio Manager to take up a lead role in Business Engagement and Planning within Technology Services.
The Head of Portfolio Management will provide a portfolio change capability as a shared service to TS and the wider organisation, supporting and driving good and robust governance across the change portfolio of activities and projects.
The role will provide oversight of change projects and programmes to ensure agreed minimum standards are being met, understanding and reporting on dependencies between key initiatives and to coordinate active management of dependencies across the portfolio.
The Portfolio Manager will lead Resource Planning, and support finance in ensuring financial elements of the portfolio are well reported.
Key Responsibilities; Manages individuals within the Portfolio management function.
Allocates management and supervisory responsibilities.
Provides coaching and support and delegates responsibilities where possible, in order to achieve corporate objectives.
Mentors and influences senior individuals in consideration of their career opportunities and contribution to the organisation.
Sets performance objectives, and monitors progress against agreed quality and performance criteria.
Initiates, develops and monitors effective performance management processes.
Leads on formal processes such as compensation negotiations and disciplinary procedures Puts in place, or confirms, staffing structures to support the work of the governing authority (DLG Change board / ExCo) and proper relationships between the organisation and external parties.
Takes responsibility for review of management processes (and decisions) and confirms that they are compliant with the organisation's strategy for corporate governance of information.
Is familiar with relevant standards and the principles embedded within them.
Reviews new business proposals and provides specialist advice on compliance issues.
Acts as the organisation's contact for relevant regulatory authorities.
Establishes policy and standards for compliance with relevant legislation.
Proactively oversees the Group’s portfolio of change projects, ensuring that dependencies are noted and understood, costs are transparent, benefits are tracked, plans are aligned and that the Group’s minimum standard for managing change is adhered to.

Reports to the TS function on all elements of the TS portfolio to support the effective planning, management and resourcing of activities and initiatives.
Experience and Skills; Experienced Portfolio lead, able to bring best practice and introduce new ways of working, - Understanding of the role of Portfolio Management, the tools and techniques and best-
practices pertaining to the role Strong financial management and planning skills understanding of financial processes and implications of the various accounting treatments of costs.
