Contract Type : Temporary for 2 years

The Role :

Information Technology underpins the processes and systems that the County Council uses in the delivery of services to the public and partner organisations, this opportunity is available within our IT Service Management team, supporting the business priorities of Hampshire County Council.

This role will work in a collaborative approach across all areas of IT and related business service to ensure not only adherence to policies but to continually improve and react to service requirements.

As a Service Design and Transition Analyst you will provide support and guidance to projects to achieve successful transition of services into production.

You will also build and maintain relationships with Project & Programme Managers and Service Delivery to influence their decisions regarding the approach to the implementation of new / changed services.

This role is integral to the Service Design and Transition activities for IT services to support the wider business. Using your knowledge and experience you will contribute to the ongoing improvement of the current Service Design and Transition process to ensure best practice is being followed whilst suggesting improvements to the process ensuring alignment to ITIL best practice.

  • Role Responsibilities :

  • Ensure services are designed to be operable, recoverable, and maintainable by Service Delivery and Service Management. Where appropriate, working with the support teams to deliver into the production environment and the execution of the end to end process of service transition.
  • Assisting with the impact, evaluation and risk assessment of new projects from a service management perspective.
  • Working with the project managers, solution architects and business analysts, you will support the upfront service design (service design package) conforms to service design standards and also ensure all service management activities have been completed through the Service Acceptance Criteria process to ensure a smooth implementation into the live service through to Early Life Support and sign off.
  • Ensuring Service Transition activities are completed and warranty obligations of all parties are documented and managed to completion, to ensure service operations are comfortable accepting a service into support before and after go live’.
  • Contribute to the maintenance of and champion the Service Design and Transition process and ensuring the service transition processes are robust, fit for purpose and adopted by stakeholders so all individuals involved with planning, project, and change activities are aware of their roles and responsibilities within Service Design & Introduction Process.
  • Monitor and report on Service Transition activities as appropriate to demonstrate the success of the process where applicable.
  • Assist with actions from the continuous improvement plan for service design and transition.
  • Creation and ownership of lifecycle management documentation following successful transition into service.
  • Role Requirements :

    Essential Qualifications :

  • 5 GCSE (level A-C) or equivalent including Maths and English.
  • ITIL v3 Foundation certificate
  • Desirable Qualifications :

  • Degree and / or industry recognised qualifications
  • ITIL Service Transition
  • Essential Knowledge, Skills and Experience :

  • Experience in transitioning projects covering several internal teams and vendors, from development into support
  • Experience in designing end-to-end service and support models
  • ITIL Service Transition process knowledge and experience
  • Strong interpersonal skills, ability to negotiate and influence wide range of stakeholders
  • Effective communication skills at all levels, including oral, written, presentation and briefing others
  • Self-motivated and committed to on-going personal development
  • Able to establish effective working relationships with people at all levels
  • An ability to quickly absorb information and understand new technologies / solutions
  • Experience of working as part of a project team, delivering solutions on time and overcoming obstacles
  • Desirable Knowledge, Skills and Experience :

  • Understanding of working in large public sector organisation Service Design and Service Transition
  • Experience of environment where PRINCE / AGILE project management methodology is used
  • The ability to understand stakeholder requirements and correctly identify the service, urgency, impact and priority of those requirements
  • The ability to resolve conflicts and problems and follow through to completion
  • Working Conditions :

  • Moving and handling of objects up to 15kg, occasionally
  • Display Screen Equipment, use of laptop and desktop PC
  • Driving HCC pool vehicle or use of own vehicle for work purposes, occasionally
