About the role

Balfour Beatty has an exciting opportunity for a Traffic Engineer and Regulation Officer to join our Living Places business unit to work in Southampton.

Role Purpose

To undertake traffic engineering and highway regulation work within the Traffic Management team on behalf of Southampton City Council and other local authorities.

Our partnership with Southampton City Council is a market leading commission, which runs until 2025. Our client are an extremely aspirational team, with truly transformational plans in place to redefine and develop Southampton over the coming years.

As one of 8 authorities to be short listed for Transforming Cities Funding, we are now working to secure funding to deliver the Southampton City Masterplan and bring genuine transformational change to the city.

What you'll be doing

As a Traffic Engineer and Regulation Officer , your main accountabilities will be as follows :

Traffic Engineering

  • To understand the principles and practice of traffic engineering, regulation, signing and lining to deliver to sustainable and safe modes of travel.
  • Legal knowledge

  • To understand relevant highway legislation (e.g. Road Traffic Regulation Act) and the due process for the consultation and introduction of highway regulation.
  • Legal Orders

  • To be able to understand and draft legal documentation required for the purpose of consulting over and introducing highway regulations.
  • Project planning

  • To be able to understand the costs / timescales for consultations, scheme designs and legal processes to help deliver projects on time and on budget.
  • Reporting

  • To be able to draft briefs and reports for decision-making on traffic management, parking and other highway regulation matters.
  • Customer Service

  • To establish and build positive customer relationships, internally and externally, to the benefit of the contract.
  • Administration

  • To ensure that all business documentation is completed fully and managed in accordance with data protection requirements.
  • To be able to demonstrate proficiency in Microsoft Office and an appreciation of the role of GIS applications in presenting highway related information.
  • Performance Management

  • To ensure by monitoring, chasing and prioritising workload that specific contractural targets are met.
  • Communication

  • To be able to liaise clearly and confidently with a range of different stakeholders (including Senior Management, Ward Councillors and organisation leaders).
  • Health & Safety

  • To have a good knowledge of the relevant Health & Safety requirements.
  • Development

  • Undertake personal training and development as required in order to build own skill, knowledge and competence.
  • Who we're looking for

    The following personal qualifications and knowledge are required :

  • Traffic Engineering, Highway Regulation, Traffic Orders and Legal Procedures
  • Degree, preferably Law, Civil Engineering or Urban / Transport Planning
  • Associate / Member of Professional Institutions (e.g. IHE) desirable
