Job Category : Human Resources Potential Referral Amount : 3500 Pound Sterling (GBP) EMEA HR Regulatory Affairs VP / ED Reporting to the EMEA Head of HR Regulatory Affairs and Compensation, the EMEA Regulatory Affairs lead will manage a team that oversees the HR aspects of regulatory initiatives in the EMEA region, implementing financial regulations across the regulated employee lifecycle ensuring connectivity with global regulatory activities, and partnering on governance, regulatory exams and supervisory interactions on HR topics.
The main activities carried out by the team include :
Regulatory Change management of a regulatory change portfolio through involvement in regional and global regulatory change forums to identify regulatory change impacting the HR function the employee life cycle;
analysing regulatory publications and consultations and reviewing for HR impacts; engagement with industry forums
Regulatory Projects involvement and / or lead in projects implementing regulatory change to HR processes and policies for the region
Oversight / Governance oversight for the regulated employees end to end operating model
Regulatory Examinations and Audits support HR in the region in response to regulator examinations and audits
Specialist Area Key Responsibilities
Subject Matter Expert with the ability to digest, interpret and explain the impact of regulatory and other external and internal changes and requirements on the Firm’s HR policies and practices
Maintain a sound understanding of the regulatory requirements impacting HR in the financial services sector and assist with understanding the impact on the Firm’s businesses, developing proposals to manage that impact, and assisting with preparing updates to senior management
Collaborate across the HR function, and with country HR, Compliance and Legal teams and key global stakeholders to produce integrated solutions
Draft and update Firm policies to reflect change in regulatory requirements
Prepare regulatory submissions and correspondence with the Firm’s regulators
Educate and train HR Advisors and Business Partners on new best practice, policies and external developments, particularly in respect of regulatory change
Collaborating with colleagues in the US to produce integrated global subject area initiatives
Drive specific strategies for subject area through the HR Advisors and Business Partners
Maintain an awareness of and advise on current market practices and trends
For larger projects, establish project requirements, priorities, and deadlines and ensures project is completed in accordance with project management framework
Role Specific ResponsibilitiesTo lead the EMEA HR Regulatory Affairs team, which sits within the wider EMEA HR Regulatory Affairs & Compensation team.
The role will focus on all aspects of HR Regulatory Affairs including :
Reviewing regulatory consultation documents as well as draft and final regulations to determine, and contribute to internal and industry debate on, impacts on the Firm’s business and employees
Partner with leadership, functional partners, and external stakeholders to identify key dependencies
Lead key regulated employee governance meetings and provide updates to key stakeholders, partnering with Compliance, Legal, Employee Relations and global stakeholders on HR-
related regulatory matters.
Driving the strategic agenda for HR for the target regulated employee operating model in partnership with Compliance
As appropriate, establishing project requirements, priorities, and deadlines and ensuring projects are completed in accordance with the Firm’s project management framework
Creating, managing and producing comprehensive and consistent status reporting across all EMEA HR Regulatory Affairs projects and programs, including producing executive summaries and presentations and facilitate senior management steering group meetings
Manage the creation of communications to all levels of management; ensure clarity and conciseness of all communications
Possess strong knowledge of the organization and ability to build and strengthen partnerships across functions and locations
Drafting responses to, and communicating with, regulators throughout the EMEA region as part of their supervision of the firm’s compliance with applicable regulations In addition, the role will support the wider activities of the function :
Providing ad hoc advice to HR Specialists and Generalists, other specialist functions outside of HR and members of the business on HR Regulatory issues
Providing technical support to our regional (ex-UK) offices, adding a regional perspective to regional and global HR Regulatory discussions
Build and maintain proactive relationships with other internal groups including Compliance, Legal and the same global teams
We are looking for an individual who has a solid technical background, preferably in the regulatory field, or from a legal, tax or immigration background with proven experience in managing a team and implementing regulatory change.
Experience with the UK Individual Accountability Regime would be desirable, although not essential.We are looking for a highly motivated and driven individual who is ready for a role that will allow them to put into practice many of the skills they have developed in their career to date.
They should have a solid technical background, for example from a Legal or consulting background, with proven experience in implementing regulatory change.
They must have a keen attention to detail with strong communication skills, and an ability to distill and retain quickly new information.
It would also be desirable to have strong knowledge of the Firm’s organization and ability to build and strengthen partnerships across functions and locations.
The role will provide the successful candidate with a challenging learning curve in a constantly changing environment. The successful candidate will therefore demonstrate the following skills :
Excellent interpersonal, communications and people management skills
Excellent documentation skills to clearly and accurately articulate key decisions and rationale
Ability to understand and navigate a complex regulatory environment
Ability to quickly distil complex issues, regulations or proposals into a succinct summary
Project management expertise with proven record of taking a project through all lifecycles, and ability to prioritise among multiple initiatives.
Familiarity with AGILE methodology for technology development and project management methodologies
Ability to work across multiple teams and stakeholders integrating information and clearly articulating impacts and solutions
